Janaagraha initially emerged as a grassroots movement advocating for participatory democracy at the local level. However, we soon realized that citize Read moren engagement alone was insufficient. It became evident that governments also needed the tools to provide infrastructure and services, enhance their capabilities through training and technology, empower elected officials fully, and uphold standards of accountability and transparency. Consequently, we adopted a dual strategy: addressing service and infrastructure issues through citizen involvement while simultaneously striving to reform the underlying systems responsible for delivering them. Our insights and practical encounters informed our approach and culminated in the development of the City-Systems framework.

Civic participation
StateOur engagement in Civic Participation encompasses several interconnected elements: citizen involvement, councilor leadership, civic education, and civic technology.
We empower both citizens and elected representatives with a deep understanding of local governance and citizenship, along with the necessary tools to participate in neighborhood development effectively. Additionally, we provide guidance on mobilizing communities to collaborate with city governments.
Our primary focus is on enhancing citizen participation and fostering civic leadership, particularly through strengthening Ward Sabhas (also known as 'ward committees' where formalized by law).
Civic education is a fundamental aspect of our approach, aimed at cultivating the active citizens of tomorrow. This initiative targets students and young people, aiming to instill a sense of civic responsibility and duty while imparting essential 21st-century skills like systems thinking, problem-solving, and teamwork.

Swachhata Technology Platform
Enabling both citizens and governments to contribute to a cleaner, healthier India
We strive to operate at the nexus of urban systems and thematic areas. In collaboration with the Ministry of Housing and Urban Affairs, Government of India, Janaagraha launched the Swachhata Technology Platform. This initiative empowers citizens, sanitation engineers, and city administrators to play an active role in the Swachh Bharat Mission (Urban), aimed at achieving universal sanitation coverage nationwide.

Ward Infrastructure Index (WII)
The Ward Infrastructure Index evaluates the standard of public infrastructure and can be broadened to evaluate diverse community assets. Issued regularly since 2008, it serves to enlighten communities and governments about infrastructure standards, facilitating data-driven budget allocation strategies.
