These vulnerable groups, prone to contracting sexual diseases due to their behaviours, are a primary focus for Balarc, which expedites the development of HIV treatments and promotes sexual health improvements. Balarc is actively involved in community development, facilitating the formation of new grassroots organisations for PAR and other marginalized communities. It also supports NGOs and local partners in establishing HIV self-help initiatives and capacity-building services. Recognising the social exclusion and discrimination faced by PAR, leading to harassment, violence, and sexual exploitation, Balarc is deeply engaged in advocacy efforts. These efforts span local, national, and international policy development, seeking to create a fair and secure environment for PAR. The foundation's overarching objectives include enhancing sexual health, accelerating HIV treatment development, and empowering PAR with educational and vocational skills.

Skill Development and Career Counselling Programme
With over 12 million youth anticipated to join India's labour force annually for the next twenty years, addressing the skill gap becomes imperative. The government's recent skill gap analysis underscores the need for approximately 109 million more skilled workers across 24 key sectors by 2022. Skill development programs aim to impart the right skills, particularly targeting youth and women, equipping them with modern, job-oriented approaches. The initiatives include comprehensive skill development, placement assistance both on and off-campus, and career counselling facilitated by industry experts and experienced faculties, ensuring a holistic approach to skill enhancement and employability.
