Established in 2012 as a public charitable trust, People For Animals Uttarakhand (PFA Uttarakhand) is a chapter of its parent organization i.e. People Read more For Animals. In particular, PFA Uttarakhand is the legal and policy wing of People For Animals. Being an inherent part of India’s largest animal protection organization, the organizational mandate of People For Animals Uttarakhand has evolved to encompass capacity building, public policy & advocacy for greater animal protection, public awareness as well as sheltering. Through PFA Uttarakhand’s continued efforts of working closely with the Central Government and various State Governments, it has achieved certain significant milestones in the field of animal welfare. Capacity building of law enforcement and judicial agencies (such as Police and Magistrate Sensitization Workshops) constitute a core aspect of our work towards sensitizing administrative personnel about the cause of animal welfare and further strengthening the animal protection framework in India. This has paved the way for a regime of positive laws and policies in favour of protecting animals. The organizational spirit of direct action work on the ground in terms of service to animals manifests itself through a dedicated People For Animals Uttarakhand Sanctuary for rescued animals called Happy Homes Sanctuary. Located in Chharba in Sahaspur Block of Dehradun District of Uttarakhand and spread across 7 bighas, the shelter provides sanctuary and treatment to species that have no other housing space in any Government or private facility in Uttarakhand. The organization also provides free service to animals brought to the Sanctuary by volunteers. PFA Uttarakhand uses the Happy Home Sanctuary to provide training to Veterinary Officers of the Animal Husbandry Department and Local Authorities in Uttarakhand, for treatment and care of equines and small animals to prevent outbreaks of zoonotic and communicable diseases. The Sanctuary is currently home to felines, equines & caprines which have been rescued from conditions of cruelty and neglect. Funds and resources have been utilized with the single-minded focus of providing the animals with succour and sanctuary. The organization is currently setting benchmarks to create mandatory minimum standards for the care of small animals, especially domestic cats, for which there is no dedicated space available anywhere else.

Ahimsa Fellowship
The Ahimsa Fellowship is designed to cultivate compassionate leaders equipped to tackle animal welfare challenges. It identifies passionate individuals and trains them in animal welfare laws, advocacy, and enforcement through an intensive curriculum of workshops, fieldwork, and mentorship from industry experts. Graduates emerge as change-makers, capable of transforming the way animals are protected and cared for in their communities.

Working Animals
Millions of pilgrims visiting shrines across India rely on 50,000 equines for transport on treacherous tracks, leading to widespread cruelty, environmental damage, and health risks. Overworked and malnourished, many animals suffer injuries or death, with carcasses often dumped in water bodies, causing pollution and zoonotic disease risks like Glanders. Exploitative insurance practices further discourage proper care. This program aims to improve equine welfare through health checks, adherence to carrying capacity limits, and stricter law enforcement, using field surveys, RTI applications, and advocacy with authorities.
