In 2023, 2.9% of GDP and 23% of CSR spend went to education, yet 75% of learners struggle with basic skills. <\/span><a href=\"https:\/\/asercentre.org\/wp-content\/uploads\/2022\/12\/All-India-ASER-2022-17_01_2023-final.pdf\"><span style=\"font-weight: 300;\">ASER 2022<\/span><\/a><span style=\"font-weight: 300;\"> shows only 20% of Grade 3 students and a mere 69% of Grade 8 students can read a Grade 2 text. Just 26% of Grade 3 students are able to do subtraction, while only 45% of Grade 8 students can perform simple division. This learning crisis is not limited to having implications on primary school outcomes. These skills enable children to acquire 21st-century skills like problem-solving and critical thinking.\u00a0<\/span>\n\n<span style=\"font-weight: 300;\">Foundational Literacy and Numeracy refers emphasis on enhancing accessibility to education through a series of robust legislative measures, policy reforms, and targeted interventions. Initiatives such as the <\/span><a href=\"https:\/\/dsel.education.gov.in\/rte\"><span style=\"font-weight: 300;\">Right to Education (RTE) Act<\/span><\/a><span style=\"font-weight: 300;\">, <\/span><a href=\"https:\/\/dsel.education.gov.in\/scheme\/samagra-shiksha\"><span style=\"font-weight: 300;\">Samagra Shiksha Scheme<\/span><\/a><span style=\"font-weight: 300;\">, and the <\/span><a href=\"https:\/\/www.education.gov.in\/sites\/upload_files\/mhrd\/files\/NEP_Final_English_0.pdf\"><span style=\"font-weight: 300;\">National Education Policy (NEP) 2020<\/span><\/a><span style=\"font-weight: 300;\"> reflect this commitment, aiming to boost enrollment, reduce disparities, and promote inclusive, high-quality education. Supported by digital initiatives like <\/span><a href=\"https:\/\/swayam.gov.in\/\"><span style=\"font-weight: 300;\">SWAYAM<\/span><\/a><span style=\"font-weight: 300;\">, comprehensive scholarship schemes, and infrastructural improvements, these initiatives have led to improvements in Gross Enrolment Rates (GER) and reduced\u00a0 dropout rates across grades.<\/span><sup><span style=\"font-weight: 300;\">(<\/span><a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1894915\"><span style=\"font-weight: 300;\">ref<\/span><\/a><span style=\"font-weight: 300;\">)<\/span><\/sup><\/p><p><span style=\"font-weight: 300;\">As per NEP guidelines, the government launched <\/span><a href=\"https:\/\/nipunbharat.education.gov.in\/\"><span style=\"font-weight: 300;\">NIPUN Bharat<\/span><\/a><span style=\"font-weight: 300;\"> (National Initiative for Proficiency in Reading with Understanding and Numeracy), which aims to ensure that every child achieves foundational literacy and numeracy by FY27. The implementation of NIPUN Bharat is a collaborative effort involving states and union territories, which play a critical role in its execution.<\/span><sup><span style=\"font-weight: 300;\">(<\/span><a href=\"https:\/\/ncert.nic.in\/pdf\/NIPUN_BharatStakeholders_RolesResponsibilities.pdf\"><span style=\"font-weight: 300;\">ref<\/span><\/a><span style=\"font-weight: 300;\">)<\/span><\/sup><\/p><p><span style=\"font-weight: 300;\">\u00a0<\/span><\/p><p><span style=\"font-weight: 300;\">This initiative follows a multi-pronged approach:<\/span><\/p><ul><li style=\"font-weight: 300;\" aria-level=\"1\"><span style=\"font-weight: 300;\">Development of high-quality resources for foundational learning.<\/span><\/li><li style=\"font-weight: 300;\" aria-level=\"1\"><span style=\"font-weight: 300;\">Continuous teacher training to enhance instructional methods.<\/span><\/li><li style=\"font-weight: 300;\" aria-level=\"1\"><span style=\"font-weight: 300;\">Robust monitoring at district and state levels to track progress.<\/span><\/li><\/ul><p><span style=\"font-weight: 300;\">Since 2020, funding for education under the NEP has steadily increased, though it remains below 3% of GDP.<\/span><sup><span style=\"font-weight: 300;\">(<\/span><a href=\"https:\/\/bestcolleges.indiatoday.in\/news-detail\/budget-2024-the-educational-angle#:~:text=They%20meet%20the%20global%20expectations,GDP%20to%206%20per%20cent.\"><span style=\"font-weight: 300;\">ref<\/span><\/a><span style=\"font-weight: 300;\">)<\/span><\/sup><span style=\"font-weight: 300;\"> In FY23, INR 1.12 lakh crore (~2.9% of GDP) was allocated for education, with over 50% directed to the Samagra Shiksha Abhiyan, which aims to deliver quality education from pre-primary to senior secondary levels. Nipun Bharat Mission, the largest initiative under this scheme, received ~INR 37.5k crore (33% of education budget) to boost foundational literacy and numeracy.<\/span><sup><span style=\"font-weight: 300;\">(<\/span><a href=\"https:\/\/www.centralsquarefoundation.org\/articles\/toward-achieving-foundational-learning-for-all-children-in-india-financial-provisions-of-the-nipun-bharat-mission\"><span style=\"font-weight: 300;\">ref<\/span><\/a><span style=\"font-weight: 300;\">)<\/span><\/sup><span style=\"font-weight: 300;\"> In spite of the fund inflow, the success of this mission relies on collaboration between the central government, states, union territories, and non-governmental stakeholders.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7cd4ef2 elementor-widget elementor-widget-heading\" data-id=\"7cd4ef2\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Collaborative efforts and early pioneers in FLN implementation<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e0c89d6 elementor-widget elementor-widget-text-editor\" data-id=\"e0c89d6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 300;\">While the FLN program is well-funded, its success relies on contributions from diverse stakeholders like academia, NGOs, social enterprises, and CSR. These groups act as enablers, funders, and implementers, offering technical expertise and innovation in areas such as teacher training, community engagement, curriculum design, and assessments. Many organizations, such as Rishi Valley and Seeta School were early movers in FLN, with some piloting successful models that influenced the inclusion of FLN in NEP 2020.<\/span><\/p>\n<p><span style=\"font-weight: 300;\">Here are some pioneers that have played a pivotal role in driving FLN outcomes across India.<\/span><\/p>\n<ol>\n<li style=\"font-weight: 300;\" aria-level=\"1\"><a href=\"https:\/\/www.pratham.org\/about\/teaching-at-the-right-level\/#:~:text=Regardless%20of%20age%20or%20grade,have%20not%20acquired%20basic%20skills.\"><span style=\"font-weight: 300;\">Pratham\u2019s Teaching at the Right Level (TaRL)<\/span><\/a><span style=\"font-weight: 300;\">: Pratham\u2019s TaRL groups children by learning levels, not age, and has impacted over 60 million children across India and Africa. In Haryana, students reading at Grade 2 level rose from 34% to 47%, and in Uttar Pradesh, from 14% to 24%.<\/span><sup><span style=\"font-weight: 300;\">(<\/span><a href=\"https:\/\/www.povertyactionlab.org\/case-study\/teaching-right-level-improve-learning\"><span style=\"font-weight: 300;\">ref<\/span><\/a><span style=\"font-weight: 300;\">)<\/span><\/sup><\/li>\n<li style=\"font-weight: 300;\" aria-level=\"1\"><a href=\"https:\/\/www.roomtoread.org\/\"><span style=\"font-weight: 300;\">Room to Read<\/span><\/a><span style=\"font-weight: 300;\">: Room to Read has aided FLN delivery through libraries in primary schools, enhancing reading comprehension and fluency. Through government partnerships, these libraries are integrated into public education systems for widespread access and sustainability.<\/span><\/li>\n<li style=\"font-weight: 300;\" aria-level=\"1\"><a href=\"https:\/\/www.centralsquarefoundation.org\/fln\"><span style=\"font-weight: 300;\">Central Square Foundation<\/span><\/a><span style=\"font-weight: 300;\">: CSF uses technology and data to enhance learning. It helped design the NIPUN Bharat Mission and created the <\/span><a href=\"https:\/\/cbseacademic.nic.in\/web_material\/Manuals\/Safal_handbook.pdf\"><span style=\"font-weight: 300;\">SAFAL<\/span><\/a><span style=\"font-weight: 300;\"> assessment system. CSF works with 11 states to implement FLN programs and ease systemic constraints.<\/span><\/li>\n<li style=\"font-weight: 300;\" aria-level=\"1\"><a href=\"https:\/\/ei.study\/\"><span style=\"font-weight: 300;\">Educational Initiatives<\/span><\/a>:<span style=\"font-weight: 300;\"> They specialize in educational research and personalized adaptive learning. Their EdTech solutions, like Mindspark, create customized learning paths for students.
