This marked the first time India measured progress using a multidimensional poverty index, which considers more than just income. <sup><span style=\"font-weight: 400;\">(<\/span><a style=\"font-weight: 400;\" href=\"https:\/\/www.niti.gov.in\/sites\/default\/files\/2023-08\/India-National-Multidimentional-Poverty-Index-2023.pdf\"><span style=\"font-weight: 400;\">ref<\/span><\/a><span style=\"font-weight: 400;\">)<\/span><\/sup><\/p><p><a href=\"https:\/\/www.globalgoals.org\/goals\/1-no-poverty\/\">SDG 1, \u201cEnd poverty in all its forms everywhere,\u201d<\/a> emphasizes that poverty is multidimensional, shaped by factors such as health, education, and living standards. Amartya Sen\u2019s work on inequality and capabilities (<a href=\"https:\/\/www.researchgate.net\/publication\/27466009_Amartya_Sen's_Development_as_Freedom\">Development as Freedom, 1999<\/a>) laid the foundation for understanding poverty in this broader sense, and in 2011, the <a href=\"https:\/\/ophi.org.uk\/global-mpi\">Oxford Poverty and Human Development Initiative<\/a> (OPHI) formalized the Multidimensional Poverty Index (MPI).<sup><span style=\"font-weight: 400;\">(<\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/ophi.org.uk\/policy\/alkire-foster-methodology\/#:~:text=The%20Alkire%2DFoster%20(AF),used%20in%20several%20different%20ways.\">ref<\/a><\/span><span style=\"font-weight: 400;\">)<\/span><\/sup><\/p><p><span style=\"text-align: var(--text-align); font-family: var(--viral-mag-body-family, Poppins); font-style: var(--viral-mag-body-style, normal); font-weight: var(--viral-mag-body-weight, 400); letter-spacing: var(--viral-mag-body-letter-spacing, 0); text-transform: var(--viral-mag-body-text-transform, none);\">In 2021, India, under Niti Aayog\u2019s leadership and with technical support from UNDP and OPHI, launched its National MPI. First, each household is assessed for deprivation in each of the 12 indicators. These are aggregated into a deprivation score.<strong> If the deprivation score is above 33%, the household is multidimensionally poor<\/strong>.<\/p><p>\u00a0<\/p><p>India\u2019s National MPI used baseline data from the <a href=\"https:\/\/dhsprogram.com\/pubs\/pdf\/fr339\/fr339.pdf\">National Family Health Survey 2015-16 <\/a>(NFHS-4). If one member is undernourished, the entire household is classified as deprived, as factors affecting one member&#8217;s nutrition are likely to impact others in the household, directly or indirectly.<br \/><br \/><\/li><li><strong>Child and Adolescent Mortality<\/strong> &#8211; A household is considered deprived if any child or adolescent under 18 has died in the 5 years preceding the survey. <br \/>Child and adolescent mortality reflects various deprivations, including poor access to healthcare, prevalence of infectious diseases, malnutrition, anaemia, and unsafe living conditions. It also worsens deprivation by removing a potential future earner or caregiver.<br \/><br \/><\/li><li><strong>Maternal health<\/strong> &#8211; A household is considered deprived if any woman who gave birth in the 5 years preceding the survey did not receive at least four antenatal care (ANC) visits for her most recent birth or did not have assistance from trained medical personnel during childbirth.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-46b573e e-con-full e-flex e-con e-child\" data-id=\"46b573e\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-9b82d2b elementor-widget elementor-widget-heading\" data-id=\"9b82d2b\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h5 class=\"elementor-heading-title elementor-size-default\">Education<\/h5>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-29b6433 e-con-full e-flex e-con e-parent\" data-id=\"29b6433\" data-element_type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-3e08f34 e-con-full e-flex e-con e-child\" data-id=\"3e08f34\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-829d472 elementor-widget elementor-widget-text-editor\" data-id=\"829d472\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li style=\"font-weight: 400;\" aria-level=\"1\"><strong>Years of schooling<\/strong><i><span style=\"font-weight: 400;\"> &#8211;<\/span><\/i><span style=\"font-weight: 400;\">A household is considered deprived if no member aged 10 years or older has completed at least 6 years of schooling. <\/span><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">If at least one member has completed 6 years of schooling, the household is classified as non-deprived, even if others haven&#8217;t attended school. The assumption is that one educated member can potentially improve the household\u2019s future economic prospects and social standing.<\/span><\/span><p>\u00a0<\/p><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>School attendance<\/strong><\/span><span style=\"font-weight: 400;\">&#8211; A household is considered deprived if any school-aged child is not attending school up to the age at which he\/she would complete class 8. <\/span><span style=\"font-weight: 400;\">A child&#8217;s absence from school not only reflects the current deprivations the household faces but also signals potential future disadvantages due to a lack of education, which can limit opportunities and perpetuate poverty.<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-42c04bf e-con-full e-flex e-con e-child\" data-id=\"42c04bf\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-a9f5c2d elementor-widget elementor-widget-heading\" data-id=\"a9f5c2d\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h5 class=\"elementor-heading-title elementor-size-default\">Standard of Living<\/h5>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-d9c7d89 e-con-full e-flex e-con e-parent\" data-id=\"d9c7d89\" data-element_type=\"container\">\n\t\t<div class=\"elementor-element elementor-element-4d428ca e-con-full e-flex e-con e-child\" data-id=\"4d428ca\" data-element_type=\"container\">\n\t\t\t\t<div class=\"elementor-element elementor-element-17ee6b0 elementor-widget elementor-widget-text-editor\" data-id=\"17ee6b0\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li><span style=\"font-weight: 400;\"><strong>Cooking Fuel<\/strong> &#8211; A household is considered deprived if its primary source of cooking fuel is dung, crops, shrubs, wood, charcoal, or coal. <\/span><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Having access to electricity, LPG, natural gas, or biogas is not sufficient to classify a household as non-deprived; the household must actively use these improved and safer fuels as their main source of cooking to avoid being considered deprived.<br \/><br \/><\/span><\/span><\/li><li><span style=\"font-weight: 400;\"><strong>Sanitation<\/strong> &#8211; The household has unimproved or no sanitation facility or it is improved but shared with other households. <\/span><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">The expectation is to have access to an improved and independent sanitation facility.<br \/><br \/><\/span><\/span><\/li><li><strong>Drinking Water<\/strong> &#8211; A household is considered deprived if it lacks access to improved drinking water or if safe water is more than a 30-minute round trip away. <span>Improved sources include piped water, public taps, standpipes, tube wells, boreholes, protected wells and springs, rainwater, and community reverse osmosis (RO) plants. At least one of these must be accessible within a 30-minute round trip to avoid being classified as deprived.<br \/><br \/><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Electricity<\/strong> &#8211; A household is deprived if it has no electricity. Electricity is treated as an essential service and forms a critical input for availing other services\/information.<br \/><br \/><\/span><\/li><li aria-level=\"1\"><span style=\"font-weight: 400;\"><span style=\"font-weight: 400;\"><strong>Housing<\/strong> &#8211; A household is deprived if it has inadequate housing: the floor is made of natural materials, or the roof or walls are made of rudimentary materials.<br \/><br \/><\/span><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><strong>Assets<\/strong> &#8211; The household is deprived if it does not own more than one of these assets: radio, TV, telephone, computer, animal cart, bicycle, motorbike, or refrigerator; and does not own a car or truck.<br \/><br \/><\/li><li aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Bank Account<\/strong> &#8211; No household member has a bank account or a post office account. <\/span><span style=\"font-weight: 400;\">Beyond access to institutional credit and savings instruments, financial inclusion\u2014specifically having a bank account\u2014is crucial for households to benefit from government programs and entitlements.
