Fields of View Society is based in Bangalore and focuses on designing tools for policymakers and people to make policymaking more relevant, open, and Read morereachable. It conducts research at the junction of technology, social sciences, and art in the areas of urban poverty, energy, transportation, disaster management, and water. The organisation comprises three connected components. Firstly, the Policy Lab where new approaches and tools are designed using simulations and games. Secondly, the School of Policy that organises training programmes and seminars for Government bodies and civil society organisations across South Asia on these new tools and approaches. Finally, the organisation builds objects such as graphic novels, games, and videos to make policy more handy and functional. Fields of View Society has been highlighted in the ‘Global Go To Think Tank Index Report’ by the University of Pennsylvania for eight successive years and placed as one of the top think tanks in China, India, Japan, and the Republic of Korea since 2017.

Programs

  • Hanigalu

Is a simulation tool developed by the Society to train young adults in water security planning. The tool explores various scenarios and trade-offs related to water security at the local level. The project aims to increase citizen participation in urban governance and management of natural resources, specifically related to water.

  • Resilient Housing Programme

Focuses on providing protection and promoting opportunities for those affected by natural calamities. Support is not just limited to long-term housing, but also includes covering other needs such as cultural, economic, and emotional well-being of affected people. The project aims to understand the different aspects of disaster recovery projects, including policy and schemes, quality of life, environmental adjustments, and financial models.

  • Pucca House Programme

Fields of View is developing a computer model to understand the connection between affordable housing policies and poverty in India. Its combined approach examines how housing, basic services, and livelihoods connect. The model considers both short and long-term effects to help stakeholders design effective policies that reduce poverty.

  • Polity Programme

Polity is an experiential policy course by Fields of View Society that uses games, simulations, and models to teach inclusive and bottom-up policymaking. It helps participants understand complex issues, analyse their sources, and develop complete solutions. The course includes hands-on planning and data collection, complex data analysis, and understanding of the interrelations of sectors.

  • E-QLT

E-QLT is a tool designed to assess vulnerabilities and integrate social protection measures for households. By analyzing factors such as demography, income, expenditure, and access to social protection measures, E-QLT offers valuable insights into a household's vulnerability level.

Vulnerabilities are temporal and dynamic in nature, and form an intricate web stemming from different dimensions, such as finance, caste, gender, education, health, and social capital. Schemes and policies are designed to help families and households to tackle vulnerabilities, but it is difficult to map how different schemes stitch together social protection for a particular household.

Using a calculation known as the Social Protection Score, which functions similarly to a credit score, E-QLT measures the intensity of vulnerability and identifies the most effective schemes and benefits to enhance social protection.

    Key features of E-QLT:
    1. Simulates shocks and assesses the impact of schemes on households.
    2. Enables policymakers to make informed decisions and address gaps in social protection.
    3. Facilitates the crafting of targeted strategies for comprehensive social protection.

    E-QLT's approach:
    1. Uses system dynamic modelling to represent a household's state.
    2. Considers parameters like demography, income, expenditure, and access to social protection measures.
    3. Calculates a Social Protection Score with three dimensions: Health, Education, and Finance.
    4. Scores are derived by running the model for 10 years, calculating monthly Social Protection Scores.
    5. Temporality and intensity of vulnerability are understood through this approach.
    6. Households with a Social Protection Score below 300 are considered vulnerable.

E-QLT, an innovative tool under development at Fields of View, assesses vulnerabilities, calculates a Social Protection Score, and helps decision-makers strengthen social protection measures for households.
