“We received a distress call saying that a blind girl is being held captive by a woman and is being forced to beg. Our volunteers were able to rescue that girl and bring her to the Blind Welfare Society home for girls. We cared for her and educated her. Driven by the conviction that there is a way to create a world of equal opportunities for people with disabilities, the Society for Child Development (SFCD) was set-up as a non-profit organization in 1992 to establish programs and initiatives for its actualization. Prabhat, a school for children with learning difficulties was set up with an aim to provide students with an educational and training facility that would assist them in acquiring basic living and academic skills. At the age of 18, students transfer to the Vocational Training Center to learn market-driven skills and crafts.But the road to development is not about school and vocational education alone, and SFCD started a unique website called the Disability India Network. Encouraged by the enthusiastic responses, they added an Online Legal Aid Cell which provides pro-bono counsel to the differently-abled and their families.To expand the scope and extend their reach further, they also set-up a Parent Support Network to provide a forum for parents to benefit from each others' experiences. Because of this expansion, the Society for Child Development now includes a variety of programs and initiatives to promote the rights of persons with disabilities from several angles.

Need: In India, 90 percent of India’s estimated 40 million children aged 4-16 years with physical and mental disabilities are out of school. In Delhi, a recent study indicated that only 1% children with physical disabilities and 0.1% of children with intellectual disabilities received education of any kind – formal or informal. Despite the amendments made to the Right of Children to Free and Compulsory Education Act (2020) to include children with disability in the present educational system, such children continue to remain out of school. Why disabled children are usually out of school 1. Most believe that children with special needs cannot benefit in a regular school system. This is a fallacy, since more than 66% of such children are educable till grade 5, provided appropriate modifications are made to their early learning experiences, and a strong pre- academic foundation is developed. 2. However, many disabled children who are out of school (especially those from the low-income groups) have not been exposed to a learning environment –according to reports, even anganwadi centers do not encourage their attendance, thus vital school readiness skills are left unattended. 3. Special Schools, due to high operational costs can serve and accommodate only a miniscule population. Besides, the vast distances in Delhi makes it expensive and time-consuming for parents to even arrange for their child to reach the school. 4. Disabled children in their early years require therapeutic interventions that may not be easily available, and hence vital years are lost, making the child overage for the class. 5. Working parents – with both parents working, children are usually left to fend for themselves or are entrusted to the care of the older girl child. When the child is disabled (disability and poverty are closely linked) the sibling parent can only provide physical care to keep them alive,with no other inputs. When integrated with a diverse population, all children develop holistic and humane characteristics that hold good stead in adult life, with acceptance from the community. Parents are empowered (by virtue of the education their children have received) to ensure that their wards are not violated or mistreated. 
 The education of children with mental retardation, and other learning difficulties has been a neglected field. Prabhat was set up to herald a “New Dawn” in the pedagogical process where the child is the pivot of the program. Thus, Prabhat works in the areas of early childhood and elementary school education with a clearly defined curriculum and with the use of specially designed work materials. Located in North Delhi (an area that is very poorly served for this population) the school works with 50 students in the age range of 3 – 18 years. Facilities: All essential support facilities like  Physiotherapy, occupational therapy and speech therapy are available in house.  Specially designed workbooks for Hindi and Mathematics, hands-on tool kits for early academic concepts specially structured by a psychologist have proved to be extremely effective as educational aids.  Innovative teaching strategies like drama therapy, arts and media, and extra curricular sports are regular features.  Outdoor activities, social skill training, survival skills training and behavior modification techniques used to develop the child into a holistic adult.  Early stimulation activities, parent training sessions and regular parent teacher meetings ensure continued development at home. Implementation of current proposal  Given the huge need it serves, this facility needs to be to be extends its capacity to at least 100 students .  Up gradation of facilities, blackboard, books, toys, stationery and other basic educational requirements for children with special needs.  Basic educational facilities for children between the ages of 3-14 years will be catered for.  Basic physio/occupational and speech therapy facilities will be provided, and where required the children will be referred to advanced centers for treatment. In addition,  Identify and provide educational and therapeutic facilities to over 100 children  At the end of each year, efforts will be made to ensure their inclusion in mainstream schools or be further trained and educated in Prabhat Resource Center - in case of children with moderate and severe levels of disability.

In addition, they also require specific interventions to help them be independent enough to attend formal school.When integrated with a diverse population, all children develop holistic and humane characteristics that hold in good stead in adult life.And for those children with disability, who benefit from exclusive one-on-one engagements, services need to be provided at their doorstep. 
 It is often said “If a child can't learn the way we teach, maybe we should teach the way they learn”. And we add to that by saying, “If the child cannot reach the school, then the school must reach the child”This project is an extension of Prabhat Special School, which has been providing center-based special educational services to children with disability from low income areas since 1992.This extension is considered essential as it is believed that all children with disability must be educated and the onus is on the service-provider to work out different means. The choice of Doorstep education would help vulnerable families with the choice of opting for either home or center based services as per their own need.The objective is to prepare the child, who is unable to come for center-based education in a special facility to be readied for local school admission or be provided continuous doorstep education.This will be done by taking educational facilities to their doorstep so that the child receives the opportunity to learn and become ready to avail of formal schooling in the neighborhood.  This will extend the intended benefits of the National Education Policy 2020 and the Right to Education to these deprived children who belong to the poorest strata of our society, thus paving a way for these children to live a dignified and purposeful adult life.Implementation·        The Doorstep school will be housed in a bus and will be equipped with multi-media facilities, blackboard, books, toys, stationery and other basic educational requirements for children with special needs.·        Basic educational facilities for children between the ages of 6-14 years will be catered for.·        Basic physio/occupational and speech therapy facilities will be provided, and where required the children will be referred to advanced centers for treatment.·        The bus will go to 4 selected slum clusters (each area will thus be visited two times a week) where intellectually disabled children reside, (but do not have access to education) and provide educational and therapeutic services for 2 to 3 hours at two slums each day.In addition,·        Identify and provide educational and therapeutic facilities to (at least) 200 children with disabilities in each slum, thus reaching a target of 800 children by the end of the 1st per month.·        At the end of year 1, efforts will be made to ensure their inclusion in mainstream schools or be further trained and educated in Prabhat Resource Center in case of children with moderate and severe levels of disability.Identification of BeneficiariesSince 2010, SfCD has been working in collaboration with the North Delhi District Commissioners’ office to generate awareness and assist families of persons with disability avail of facilities provided by the government.The Disability Cell was started in November 2010 under the patronage of Sh ZU Siddiqui, Deputy Commissioner (North district) and Chairperson, Local Level Committee (North Delhi) of the National Trust for the welfare of persons with Autism, Cerebral palsy, Mental retardation and Multiple disabilities.Community based awareness programs are conducted on the last Saturday of every month where an average of 15 new families visit. From November 2010 to December 2019, the Cell provided knowledge and facilities to 4176 persons with disabilities and their families. In addition to the assistance provided to the people, certification of persons with disability, especially those with Intellectual disability, autism, cerebral palsy and multiple disabilities (who often have to make several trips to the hospital) were facilitated by connecting with the outreach centers of Institute of Human Behavior and Allied Sciences (IHBAS) in Timarpur and Babu Jagjivan Ram Hospital, Jahangirpuri.Verifiable Beneficiary DataAll relevant details of the child and their families will be recorded along with attested copies of government issued documents.Communities served by this projectFamilies of children with disability from low income communitiesDuration of the InterventionOn-going project, with impact assessment carried out every year.

<ol><li>Unemployment: The past few months have made the situation worse for people with disability, who in any case were the last in line for skilling and employment. Women with disability are the worst sufferers remaining dependent for every need. </li><li>Covid Times - Personal Safety has been made mandatory so stepping outside the home has become very difficult. It is possible that the pandemic will become endemic like tuberculosis, like HIV. Translated it means that precautions are here to stay. Given this scenario, work from home has been adopted by many, even large corporations.</li><li>Pollution: It took just 50 days in April and May 2020 for the air to become pristine and the sky blue - All over the world, and perhaps more so in India, there is the other issue of Climate change caused by pollution, over-consumption and faulty disposal policies and habits. </li><li>Waste Management: It has been proven without doubt that we need to be careful about our waste disposal practices, especially since the ideal – of reducing consumption – may not be achievable soon. The alternative of reuse needs to be practically implemented.  </li></ol> 
 The Remake Project addresses all of the above: The 4 PsPeople:                Women with disability provided with the tools and skills to be included in the dialogue of change and remake their lives in a scenario that is unprecedented - a fresh start. The community receive access to high quality 		 and low cost upcycled goods and participate in this process of change.Products:             Protective gear, Stationery and BagsPlanet:                 Products made from surplus material sourced from Export and other Production Houses; Reusable, Non-polluting, Bio-degradable - avoiding the dump yard!Profit:                   Financial benefit, Positive visibility for people with disability hitherto viewed as recipients of charity, Dignity of Work and Financial inclusion.Methodology: Work with thirty women with disability - 20 with physical challenges or hearing impairment to start micro-enterprises for self-employment; and 10 women with mental challenges (including mental illness or Intellectual disability) to participate in supported self-employment. These women will be equipped with tools and training for a period of 6 months to achieve the first-line goals:<ol><li>Income generation </li><li>Addressing the deeper discourse of alternative waste management through Remake Design and Fabrication </li><li>Easy access for the general public to such products at affordable costs </li><li>Use of surplus and discards that would have filled the dump yards </li></ol>Mentoring: In sales and market development

The Remake Project

In 2020 – when the world paused, business remained shut, people worked from home and children continued their education through online classes; SfCD started Prabhat Mobile. Prabhat Mobile is housed in a cheery bright yellow bus, which travels to two extremely deprived and impoverished community clusters in North Delhi to provide education to children with disability who were unable to attend online classes. The main reason for this inability was primarily the lack of access to a smartphone!  On an average 75 – 100 children come to the library to browse through the many books and also to play with the large collection of toys. Book and Toy donation drives are regularly carried out. The results have been most promising with 445 children with disability, and/or at-risk of a disabling condition, enrolled till date. It was clear as we went along that there were many more persons with disability who needed access to referral services for medical care, nutritional counseling and/or preventive healthcare. The beneficiaries of these two offshoots of the Mobile school were under-6 and 50+. Here counseling for mothers on nutrition and direct physiotherapy was provided. For the 50+ referrals to appropriate medical centers for debilitating conditions and nutritional care was the agenda. The experience of 11 months indicates that more such mobile units need to be set up.   
 For the Urban poor:<ul><li>A model delivery of services and impact creation has been developed.</li><li>Operate a similar bus to attend to 500 children with disability in two more low-income clusters · </li></ul>Since identification of the beneficiaries is primarily carried out with the help of community influencers and house-to-house survey, additional data of other age groups are also collected for medical and therapeutic aid, nutritional support and livelihood opportunities, as and when available:<ol><li>Elderly disabled or severely ill persons above 60 years of age </li><li>Young adults with disability for skill development</li><li>Mothers of children with disability for skill development and/or home-based livelihood </li><li>The very young (&gt;6 years) child with disability</li></ol>For the Rural Poor<ul><li>Provide a similar service in Thapalia-Mehragaon in Uttarakhand</li></ul>
