Completing the construction of the RMSA building at Government High School

Mittapettai, Govt.High School proposal can essentially be considered as a continuation project of Rashtriya Madhyamik Shiksha Abhiyan (RMSA), to assist in rehabilitating infrastructure and learning materials. Though the construction of additional class rooms was implemented initially, the construction work was not started as planned and there was delay in execution due to various administrative reasons at different levels. This has impacted drastically the budget allocated, caused by inflation and increase in prices of the construction materials. The building could not be completed in all respects as the contractors abandoned the construction when the resources exhausted and there was no follow-up due to lack of additional funding and insufficient resource allocation. This has really challenged the academic performance of children for there is no safety and security. The skeleton structure requires immediate plastering and the finishing works like providing grills, doors, tiles and electrical items. The school headmaster and the members of the community approached TNF TN Chapter to support this noble cause by completing the work which requires approximately Rs.47 lakhs. This project enables the community (Mittapet Village) in appreciating the importance of sending their children to school.

The project was proposed by the school headmaster together with the children of Mittapet village. A series of discussion with the local communities, review of RMSA’s documentation on the scheme and implementation processes, baseline data, and TNF – ABC project planning meetings.

TNF will renovate 5 classrooms, complete plastering and weathering, electrical connections, floor tiles for all classrooms, staircase completion, ramp, fix grills for safety, doors and also equip the school gradually with teaching learning materials and lab equipments etc.

This will be followed by construction of septic tanks for toilets and storage tanks for rainwater collection. A provisional approval has been received from the education authorities, including the district administration of Vellore district.

On finalizing the execution plan, the service contract can be given to the service provider by drawing quotations, to be executed in accordance with established procedures set out in the procurement guidelines of TNF TN Chapter as detailed for any construction process.

Day-to-day monitoring will be planned and executed accordingly to ensure that the quality standards are adhered to. Time to time quality checks during and after completion of the construction process by the team of professionals, including TNF executive director and the technical advisor will be done as well.

Quality education for 260 students will be ensured through creation of student friendly learning space in Mittapet Govt. High School, with enhanced laboratory and toilet facilities, resulting in increased enrolments of students and enhancement of habitable classrooms.
