Story
  • The Covid-19 pandemic has impacted everyone across the world but it has hit the school going children immensely. In Bihar, the school closures have impacted the education of 23.9 million students enrolled in class 1 to 12 (UDISE 2018-19).
  • The children are undergoing mental stress and there are reports of increase in child sexual abuse, domestic violence and child labour. The psychosocial support that was available to children in schools through child-friend spaces and forums like Bal Sansad and Meena Manch is not accessible amidst the lockdown.
  • Alike other states in Bihar, the Bihar Education Project Council in collaboration with UNICEF developed a comprehensive continuation of learning plans for children in Bihar adopting multipronged strategies to reach the diverse populations, especially the most disadvantaged, through a variety of mediums across Mobile application – Unnayan Application for classes 6 to 12, Mera Doordarshan Mera Vidyalaya in DD on television, and social media.
  • But all these well-meaning efforts failed to reach to the real needy because there are many children in marginalized communities without access to any device to tap the educational resources. As per the report tabled in Lok Sabha, 14.3 million children in Bihar do not have access to any digital device. This will result in low learning outcomes and also accelerate the dropout rates among the children of marginalised communities of which the higher percentage would be of the girl children. 
  • In view of this precarious situation there is a need to provide alternative ways to children particularly of the marginalised communities for accessing digital learning. Besides, a scope to express themselves, engage with a variety of learning and play material, destress themselves and interact with their peers while wearing masks, maintaining the social distance and following the guidance by the government.
  • A replicable and scalable model will be developed in Imamganj Block, one of the most deprived and affected by left wing extremism in Gaya district, which is also an Aspirational district identified by NITI Ayog. This community led education centre model will be developed at least two in each panchayat to ensure that the children, especially girls continue to receive the teaching learning support, explore e-learning options through mobile application based online lessons, Doordarshan classes, learning through toll free numbers etc. These interventions should enable the achievement of the results as committed during unlock situation.
  • These community centres, equipped with digital learning devices will be facilitated by local youth (Community Facilitators), who will be trained to guide and support the children in learning through the study materials developed by education department and other CSOs engaged in teaching and learning. Besides, the Community Facilitators will interact with parents, school teachers and students and counsel them for arresting drop out children. 
  • Through its 14 community classes that offers six-month course to the students enrolled in Grade 8-10 of local Government schools will help at least 700 students to catch-up with the learning loss in last one and half years of school closure. This will promote up-keeping of learning outcomes among these students and check changes of drop out. The counselling of students, teachers and parents will help in re-enrolment of students in schools particularly the girl children.
  • These classes not only attract the children it attracts the adults as well. While these classes get used as a support to learning for children, the same classes with the facilitators becomes an awareness creating means. Messages on value of girl child and importance of education will be shared with parents especially mothers to ensure they become supporters of their girl’s education. The project will work with involving local communities especially parents and school Management Committee as partners and local self-government structures especially with partnership with Panchayati Raj Institution. Such local partnership will result in the long-lasting involvement and investment of the people who are impacted by the initiative, giving them ownership and sustainability.
