Reimaging Disaster Management in general and healthcare disasters in specific requires modern software tools that are available as public digital goods for various governments. These make the field operations process smooth by making available live statistics of beds, ICU’s ventilators etc and enabling data based decision making.
CoronaSafe Network is an open source software that aids currently various state and district administrations in managing the pandemic. The software is being upgraded to include Tele ICU tooling and is an integral part of the 10 Bed ICU Project.
It is envisaged that the patient management in each of such ICU units across ~300 districts in India shall be done through the software as it enables specialist doctors in city centers to get in touch with junior doctors at remote locations in India.
To ensure the continued development of the tools, it is essential to set up a full time core team. This core team shall give the tooling the right direction and also engage the other volunteers from the community as well as trained engineering students to ensure that there is continuous development of the tools to strengthen the public health infrastructure.
This shall enable the 10BedICU project to be compliant to new national digital policy infrastructures like the National Digital Health Mission.
A Healthcare Division needs to be set up under the eGovernments Foundation with a core team to manage the central command of CoronaSafe tools. This team will support the deployment of the tools across the country as well as enhance the tools continuously with the support of the larger open-source community and student interns.
Core members of the CoronaSafe team shall join the healthcare division and hire a small set of professionals to support the scaling up of operations.
The goal of the project is to create a digital healthcare infrastructure of 3000 ICU Beds that can manage critical care for 300 Rural and Remote districts in India.
Along with management of critical care, the tools shall also be embedded inside the District Emergency Control Rooms and become institutional frameworks that can help manage not just pandemics but any disaster in future.
In the last 72 weeks, 2.6Lakhs patients and 1.02Lac Ambulance shifts have been enabled by these tools.
Once integrated with the NDHM framework, it will become the first open-source health management tool connecting the maximum number of hospitals and other healthcare facilities under one network.
