We are trapped in a loop when we respond to accounts of Rapes and Sexual Violence. There is outrage, protests, polarizations, a surge of media frenzy, a call for reform and resignations, and honest, real, despair from individual citizens. And then? Nothing.

This COVID-19 period has seen a surge in demand for violent child pornography by 200% as per ICPF, sexual violence has spiked by 7.3% since 2018 as per the NCRB report, we have seen an emergence of an unprecedented rise in domestic violence and child sexual abuse. 53% Children in India are Survivors of Child Sexual Abuse and 90% are abused by known & trusted people within their families and communities.

We recognise that while the medical crisis resulting from the pandemic has subsided in most parts of India, there is still a need for mammoth efforts focussed on humanitarian relief that can help to safeguard the people of our country from the overlooked and shadowed effects that the pandemic has had. One of these is the alarming increase in domestic violence and child sexual abuse.This year, we are calling for your help #EndTheShadowPandemic by supporting our efforts towards recognising, reporting, and resolving such violence in India. 

Through a Systemic Intervention with the NSS (National Service Scheme) Volunteers, across 40,000 Colleges Pan-India, the project is working to build the capacity of 4 Million 18-22 year olds to interrupt the cycle of violence against children within their family and community.

Each Rakshin will be skill-built with the RAIDRR skill-set to Recognise, Address, Identify, De-Escalate, Report and Resolve instances of home and community-bound violence. By dismantling Patriarchy and Misogyny at a large scale, the aim is to raise a generation of responsible and accountable adults who can prevent harm and are equipped to create a Constitutional Rights-Based Enabled Environment. 

Launched in 2019, the on-ground programme has been adapted to an online program to tackle the issues of the Shadow Pandemic. The project, complete with an online campaign to #EndTheShadowPandemic aims at equipping the message receivers to become the message carriers within the community.

Sakshi in 29 years of its existence has always worked on Systemic Interventions to ensure sustainability. The Rakshin Project has so far already trained and equipped 18000+ students and continues to Make Homes a Safe Space, one at a time. The goal is to scale the outreach to 40,000 Colleges and 4 Million Youth with a sustained intervention every 2 years to create a Social Tipping Point to #EndViolence.

NSS Volunteers will be capacity built to recognise and prevent sexual violence with a focus on child sexual abuse. They will be guided towards mechanisms to resolve their personal experiences if any, and access Systems of Redress in order to strengthen prohibition. The Five Levels of Rakshin Fellows offered over the Two-Year Sustained Engagement, will prepare students for a work culture with a focus on Gender Equality, Diversity And Inclusion.

Tamil Nadu NSS Volunteers Felicitated As Rakshin Fellows To Prevent Child Sexual Abuse
New Delhi, September 28, 2020Sakshi, a rights-based NGO, through The Rakshin Project, a programme in partnership with the Directorate of NSS, Ministry of Youth Affairs & Sports, launched its pilot phase in March to empower and educate NSS Volunteers across the country to prevent, prohibit and resolve Gender-Based Violence with a focus on Child Sexual Abuse. On September 26, 31 Rakshin Champions, (NSS Volunteers) from 7 colleges, selected from 2500 students across 25 colleges in Tamil Nadu, were awarded for successful completion of the Rakshin Fellowship (Level 2). The online event saw the unique presence of all the stakeholders: the Ministry, the Educational Institutes, the Funding Partners, Participating Students and their Families. Present as the Keynote Speaker for the event was Dr. Amerandra Kumar Dubey, a member of the Central Administrative Tribunal and Former Secretary of the Ministry of Youth Affairs & Sports who had issued the directions to Sakshi in 2018. The Chief Guests were Shri Rakesh Kumar, Chairman and MD of NLC India Limited and Shri Asit Singh, Joint Secretary, Department of Youth Affairs, Ministry of Youth Affairs and Sports, Govt. Of India.The Rakshin Project has three pillars: The Rakshin Fellowship for Education and Skill Building, Resolution Mechanisms for Cultivating Resilience and Sustained Engagement for norming preventive actions. Recognizing that violence begins at home, the Rakshin Project is dedicated to addressing Child Sexual Abuse within the context of the home and the community. Through the Rakshin Fellowship, the NSS volunteers are educated about the multiple facets of prevention of child sexual abuse as they are equipped to become Rakshins — the preventers of Child Sexual Abuse. In her Welcome Address, Dr. Jayashree AG, Head-Tamil Nadu, The Rakshin Project by Sakshi, spoke about “the uniquely designed Rakshin Fellowship Programme, with its 5 levels, 12 certificates, and 18 Modules , spread over 2 years.” The Participating Students and their Families highlighted their experience and learnings and shared ‘how through the comprehensive modules, questionnaires, surveys, focused group discussions and tasks for peer and community engagement, they had for the first time had conversations amongst the family members and friends, analysing gender-based violence. How they practised the tools for de-escalating conflict in their real-life scenarios, and how again for the first time they understood the relationship between consent, NO, constitutional right to equality and child sexual abuse. They shared how they had informed their peers on the issues of Child Sexual Abuse, and built a network of people within the family to address the issue of Child Sexual Abuse, if an instance of such were to occur.’Dr Aditi Kishore, Head South India, The Rakshin Project by Sakshi, elaborated the critical criteria for selection of the volunteers into The Rakshin Fellowship Programme, emphasizing that to be a Rakshin, the student has to be prepared to “primarily build one’s own self - breaking the barriers of silence, shame, stigma and denial and speaking the right language”. The students selected for this round were from 7 colleges from Tamil Nadu - Guru Nanak College, National Engineering College, Madras Institute of Technology, SRM Easwari Engineering College, Kamraj College of Engineering & Technology, Annamalai University and Vellore Institute of Technology. The NSS Programe Officer, from Vellore Institute of Technology Chennai, Dr. Balamurugan was explicit in his affirmation of the programme relevance and importance. “Sakshi is doing a wonderful job and it is very important because there is a need in creating awareness among students as well as the public. I urge the NSS directorate to include awareness against Child Sexual Abuse as one of the key activities and focus areas of the NSS.” Shri Asit Singh, Jt. Secretary, Dept of Youth Affairs, Ministry of Youth Affairs & Sports, GOI, in his special address reaffirmed the Ministry focus for empowering the youth in this movement to eradicate child sexual abuse. “As director-general of both NYKS in the centre and NSS, these two are the largest volunteer organizations of its kind in the world with having more than 75 lakh volunteers at this point of time all over the country and about 2 lakh youth clubs. In the general term, Gender Equality and Responsible Sexuality is there, but at this point of time, it is not part of the focus area of the NSS. In the new guidelines that we are about to revise (and we are revising the entire manual for NSS) we would like to include this not only as a focus program for NSS but also as a criterion for judging the NSS awards wherein the honorable president of India gives awards to about 30 volunteers and 10 program officers every year on NSS day on 24th September. Sakshi has been doing a wonderful job and today’s event is evidence of what we have been doing and what the Rakshins have been doing in Tamil Nadu. We are partner with Sakshi in other states and our experience with them has been extremely fruitful. I am sure that the partnership with Sakshi will take us to the greater heights of achieving these goals which are so very important for both male and female young children in the country.”So far, The Rakshin Project has its footprint in 185 Colleges across every state in the country and has equipped over 12,000 NSS Volunteers during the COVID months. The 25 Colleges in Tamil Nadu have been supported through CSR by NLC India Limited. In his special address, Mr Rakesh Kumar, Chairman cum MD, NLC India Limited, spoke about the need to address the safety and security of children above all else. “The Rakshin project workshops have firmly established a positive shift in mindset, and the NSS volunteers who attended the program have become real champions of change. I congratulate all the Rakshins and I congratulate Sakshi for resonating a massive motivational spirit across the country. I request all the Rakshins to work consistently as preventors [of child sexual abuse] to keep achieving the impact of the workshops by helping more NSS volunteers to take the information forward, and create a culture of accountability.”Dr. AK Dubey, Member, Central Administrative Tribunal and Retd. Secretary, Youth Affairs, Ministry of Youth Affairs & Sports, Govt. of India, who had initiated this project under the Direcotrate of NSS, applauded the work done so far, “I would like to congratulate Sakshi for undertaking this task and carrying it out in such a way that it comes an example for others. A day should come when people should talk to a trained Rakshin and say “where do you get all this knowledge and these skills from? I also want it.”, that would be the day when once can say we have succeeded in our ways.” Ms. Smita Bharti, Executive Director, Sakshi – a rights-based NGO, charted the next action for the Fellows, “After Each teach two, which we are certifying today, the next stage of The Rakshin Fellowship is Each Teach Ten, where the students, will be equipped to lead conversations around prevention of sexual violence, create safe spaces for disclosure, and secure the child in instances of abuse within their communities.” She summed up the sentiment of the people present in the room, through her statement, “Through our collective action, we can dare to imagine a world where sexual violence against children will cease. Where the youth will be empowered to speak up and stop inequalities that they see around them.”

Learning on Social Change During COVID-19
New Delhi, July 2020: Covid-19 lockdown has seen a spike in demand for child based sexual material, as reported by ICPF. ChildLine India reported an acceleration in SOS calls. Thought leaders have expressed concern about the rising domestic violence as a direct result of the lock down.  In anticipation of such a breakdown, and in response to the changing environment requiring social distancing, Sakshi (regd. NGO, 1992) adapted its offline capacity building model to an online delivery within two weeks, in order to continue working for the directive received from the Directorate of NSS, Ministry of Youth Affairs and Sports, GOI, to prevent Gender Based Violence with a focus on Child Sexual Abuse by skill-building 4 Million NSS Volunteers across 40,000 Colleges Pan-India. During the period of over 3 months of lockdown, The Rakshin Project has reached out to over 100 colleges, and 10,000 Rakshins/ college students and their families in its journey of preventing child sexual abuse, in 39 cities spread over 10 states and 2 UTs. The colleges include Amar Singh College, Srinagar; Govt. Bilaspur PG Girls College, DP Vipra PG College and Raghavendra Rao Science College, Bilaspur; Govt. MLB Arts & Commerce College, Gwalior amongst many others. The online sessions educate the young adults about the constitutional right to equality guaranteed to every citizen of India, and equip them with tools to address the barriers of denial, silence, shame and stigma associated with child sexual abuse.  Ms. Smita Bharti, Executive Director of Sakshi says, “The rising anxieties during lockdown are exacerbating the potential of home based violence. It was critical for us to step up our work. Adapting swiftly to online webinars, and direct interactions was the only recourse to continue the work, because the COVID 19 situation is a long-drawn affair and children’s lives and well-being cannot be put on hold till we emerge from the Pandemic. This is an unprecedented and critical time in human history. While ‘stay home stay safe’ is the norm today, homes may not be safe for many of our children. It becomes important to strengthen the family unit and enrol them as a community of preventors to address the pandemic of child sexual abuse”.“We have been equipping adults with the understanding, skill and information required to prevent abuse for over 2 decades. We have specifically worked for preventing child sexual abuse and sexual harassment at workplace. It’s so important to build an understanding about the long lasting impact of sexual abuse and domestic violence. Through The Rakshin Project, we are working with NSS volunteers, mostly from various colleges, who choose to become Champions of Change, to develop a preventive-proactive mindset, speak up against CSA and build a culture of accountability. The vision is to create a movement of Youth across the country who will exercise their roles and responsibilities as active and informed citizens”, adds Ms. Bharti. The purpose of The Rakshin Project is to have One Informed, Skill Built Rakshin (Preventor) In Each HOME to Make Homes A Safe Space, Free from Child Sexual Abuse. Sakshi’s goal is for reaching at least one lakh families in the next six months to make homes truly a safe space.Ar. Jitendra Menghani, Associate Professor & NSS Program Officer, Nirma University, Gujarat, says “An Informative presentation having frank and open discussion on various topics related to POCSOA (2012), well-made videos and an interactive question answer session towards the end of the seminar were highlights of this highly recommended webinar for our young students. The importance of creating a prohibitive mind set and other important aspects will increase the capacity of participants to prevent, prohibit and intervene instances of sexual offences against children. We are greatly thankful to Sakshi (regd. NGO 1992) for spreading awareness about POCSOA (2012) through the NSS platform.”
