I was filled with anguish and resolved to do something,” says Girish Kulkarni who has made it his life’s mission to rescue children from red light areas and give them a safe and secure childhood. In the last 3 decades Girish has saved over 1100 girls from a life of abuse in red-light areas, giving them a loving home, education and medical care. Child Care Centre (CCC) is a secular, non-political and nonprofit making voluntary organization established by a group of committed individuals in the leadership of Dr Indu Pandey in 2002. The group was inspired by the philosophies of the prominent social change agents and leaders like Mahatma Gandhi, Vinoba Bhave and Jay Prakash Narayan and got influenced for voluntary actions in the form of a second line leadership in carrying forward the social change interventions and development activities. The group first studied the socio-economic conditions of the area where they have been operating. This was followed by regular community consultation and participatory exercises. The problems and issues identified by the community were so intense that they could not be dealt in a shorter period of time since the target communities in these areas had a long history of neglect and non-access to development. The need was to form an organization to work with a commitment to the cause. With this vision, CCC was formally registered under the Societies Registration Act, 1860 under article XXI in the year 2003. Child Care Centre started its activities from the district of Patna, Bihar.Today, CCC is one of the most streamlined organizations in its operational areas involved in the empowerment of the urban, rural and marginalized communities through alternative livelihoods, career guidance, upgrading of livelihood skills, mutual learning, participatory action and advocacy. Child Care Centre has developed key insights regarding the range of issues associated with the lives of urban, rural and marginalized communities. These insights have enabled the organization to develop effective strategies for addressing the challenges associated with economically disadvantaged communities, the poorest sections of the society, the Dalit and the other marginalized communities.  CCC has developed key expertise regarding various areas of development which includes; non-formal education, career counselling, community organizations, access to drinking water and sanitation, livelihood and income generation for slum dwelling and rural communities, especially through promoting vocational education and community group formation, promoting health at community level, extending education system among the deprived and marginalized. Integrating them to the mainstream basic education system, enhancing skill-based education, empowering communities, panchayats and facilitating the growth and development of most vulnerable communities, especially women.

There are nearly 150 slum colonies in and around Patna that are home to the urban poor who are mostly distress migrants from the rural and smaller cities of Bihar State. During the normal times before the Corona Pandemic; the families residing in these slum colonies used to find their living through various occupations, micro ventures, vending, rikshaw transport, daily wage engagements and so on. All of a sudden, the spread of Corona Virus and the resultant social distancing and other rules enforced to combat the situation; pushed these poorest families to the verge of starvation and struggle for survival. They are among the communities who have been worst hit by the loss of livelihoods due to the Corona Virus Pandemic. There is no hope of a sudden revival and return to the lives they used to lead. It is vital for their survival to ensure minimum livelihood support so that they could generate at least a reasonable income to tide over the Pandemic period. This project is an effort to solve this grave issue faced by the urban poor in and around Patna – the headquarters of Bihar State in India. 
 Child Care Centre through this project intends to provide the most necessary financial and technical support for Promoting Sustainable Livelihood Options for the poorest families who have suffered loss of livelihoods due to the Corona Pandemic and the resultant lockdown. The support is expected to ensure a ‘Establishment and Take Off of Micro Livelihood Initiatives’ by poorest families residing in 108 Slum Dwellings in and around Patna. The project interventions have been designed through incorporation of learning from previous interventions of Child Care Centre in these areas through relief and survival support projects carried out during the lockdown. Through its interventions in the field of education to slum dwelling children, water, sanitation and hygiene Child Care Centre has triggered a social movement and drive to change the lives of people in different locations in Patna Town especially among the urban poor in the slum settlements in and around Patna. In a number of settlements These interventions are at this point of time is perceived by the community as a inspirational and replicable. In their own words: “we have come to realize and experience it; now what we need the most is to have dependable livelihood option during and after the pandemic”. Based on this felt need of the community which mostly comprises of distress migrant families and returnee migrant families; Child Care Centre is in an effort to support small/micro livelihood initiatives that could be undertaken by a family as a family-based intervention.  
 Child Care Centre conducted a mapping of small/micro livelihood initiatives that could be undertaken by a family as a family-based intervention. The list includes small shops, vegetable vending, grocery vending, ferrying, tailoring units and many other interventions aspired by the families based on what skill and knowledge they bring in. The way the various communities have worded it means a lot and puts greater responsibilities on the shoulders of the organization. The organization is already intensively active in 10 slums whereas with this project targets to scale up to 108 slums of Patna. The slums in and around Patna are most backward, densely populated and deprived of basic amenities. These slums are mostly inhabited by migrant labour from villages who work in the city as rickshaw pullers, street vendors, daily wagers and house maids, etc. The organization has already reach up to 3000 slum dwellers through survival support; whereas the target through this project is to support at least 100 families and ensure sustainable and dependable livelihood options for them. The project focuses on the most vulnerable, socially excluded section of the society mostly hailing from SC/ST communities and other most backward communities. The organization is ever ready to replicate its community consultations and livelihood skill/aspiration mapping and experience in various other locations in scale. The organization is convinced through experience that there is vast need of supporting family level livelihood initiatives. The project would impact on the lives of these families by ensuring their living during this crisis period and after. Based on the availability of support the project has the potential to impact a large number of families though the project at this stage is designed to impact 100 families.

Livelihood Support to the Urban Poor for Tiding over the Corona Pandemic

The situation of the urban slum dwellers in Patna is that the majority of poor men and women of this section can be found working as a daily wage labourer, domestic workers, sweepers, construction workers, rag pickers, and beggars. Other employments include load rickshaw pulling, passenger rickshaw pulling, garage workers, cobblers and street vendors. There are many more who remain unemployed. The growing number of slum dwellers has been increasing year by year, due to dearth of employment opportunities at large in the rural areas of Bihar as well. Mostly they are migrants who stepped into the city along with family in search of livelihoods. All these people end up either on pavements or slums in different areas of Patna. The major problems to be addressed through this project could be briefly summarized as:1. Children of the urban poor and slum dwellers are neglected of education as the priority is on breadwinning and income earning.2. Urban poor are discriminated and children have less access to the educational institutions.3. Parents of the urban poor children strongly desire to send their children for earnings to support the family as child labour opportunities are higher in the cities.4. The slum situation is not education-friendly or motivating to the children as well as parents to send their children to the schools.5. The community has very little interaction with the schools in the vicinity and as a result, the slum dwellers and the school administration fosters a huge communication gap.7. The slum situation and peer group dynamics are so adverse to the retention of slum-dwelling children in the schools.8. The lack of involvement of the Local Self Governance System in the monitoring of the functioning of the schools catering to the educational demands of the urban poor and slum-dwelling communities. 
 <ol><li>The Child Care Centre shall operate 15 Non-Formal Education Centres exclusively dedicated to educating, bridging the gap and facilitating the mainstreaming of the slum-dwelling urban poor children residing in the slum areas of Patna.</li><li>The project shall train 15 Teachers/Instructors from the respective slum areas and deploy them at these proposed centres for educating the children.</li><li>The project shall design, collate and provide teaching and learning materials to the enrolling children in these Non-Formal Education Centres.</li><li>The project has imparted regular schooling to these children in the method of ‘Bridge Course’ and prepares them to attend exams as in the regular schools.</li><li>The project shall periodically assess the progress and learning competencies of the children and give them encouragement and promotion.</li><li>The project shall liaison with the formal schools in the project area and enrol these children with the mainstream education process ensuring continued education of these children.</li><li>The project shall provide vocational education and skill training for these children so that along with the education they are ready for better livelihood options.</li><li>The project shall conduct sports events, arts events, competitions and personality development interventions for the holistic development of these children.</li><li>The project shall constitute and nurture parents committees and other community structures for maintaining a favourable environment for continued education of the slum-dwelling children.</li></ol> 
 The Child Care Centre's target is to reach out to 500 children from the urban slum areas identified for the implementation of this project and enrol them as well as educate them through the Non-Formal Education Centres with the objective to mainstream these children into regular schools ensuring their continued education at a later stage.The quality of life and access to better livelihood opportunities shall improve for the 500 children and their families in the most sustainable manner. Low level of literacy and education is an index of the socio-economic backwardness in an urban poor community. The project shall directly impact to make a positive change in this index.
