“They insert a candle in the vagina, fingers are inserted (in the vagina) and tortured, and if children don’t relent even then, they put chilli powder so that children will say “yes” because of the burning of the skin… There are teeth marks on their bodies, and their vaginal parts are burnt. And the worst affected are the children who grow up in red-light areas and are subjected to constant abuse and violence. “The sight of a 12-year-old girl being gang-raped by a group of men near a house l haunts me to this date. I was filled with anguish and resolved to do something,” says Girish Kulkarni who has made it his life’s mission to rescue children from red light areas and give them a safe and secure childhood. In the last 3 decades Girish has saved over 1100 girls from a life of abuse in red-light areas, giving them a loving home, education and medical care. On an average, burn injuries claim the lives of 91,000 women annually in India. (Source: National Burns Programme,2014). While most of these burns get recorded as kitchen accidents, in reality they are self-inflicted or inflicted by the partner or his family and often indicate a long history of domestic abuse. Very often, women do not have the information or the access to resources that they require in crisis situations, which further exacerbates their condition. Since the time PCVC came into existence it has had a 24 hours crises telephone line on which it receives on an average 500 new crisis calls every year. Whilst these calls and messages are predominantly from women within Tamil Nadu, PCVC has also been receiving a high volume of calls, about 25% of all calls, from across the country as well as from Indian women who have settled abroad after marriage and are on dependent visas. Secondly, psycho-social, law enforcement, legal, medical, livelihood and other civil society support for women affected by violence is scattered and hard to access across the state of Tamil Nadu and beyond. Therefore, many women survivors slip through the cracks and are lost to the system. 
 Key strategies and actions, which PCVC applies to address the problem are -design and offer comprehensive set of services to women who reach out to PCVC when they are in situation of violence, discrimination and abuse. These services include psychosocial counseling, medical and health related services, legal support through referrals, skill building, education support to women’s children and linking with relevant employment opportunities. - voice and platform to women in situation of violence through a 24-hours domestic violence hotline. This creates accessible support for women to reach out when in situation of crisis.- Expanding and strengthening support system for women survivors through technical capacity building of stakeholders and actors who provide support services such as medical service providers, civil society organizations, legal representatives, employers, skill building institutions etc. - prevention of violence against women through working on changing attitudes and mindsets of young men and boys. This is largely done to reach to student groups in formal education institutions and mobilizing changemakers who will not only practice non-violence and equality but also motivate others - mass community awareness initiatives on existence of support services, VAW to enhance support seeking and speaking up behavior of women in situation of violence. 
 Proposed project will1- Challenge and bring a shift in the culture and practice of violence against women in any form. 2- The services offered directly or through referral will enable women to seek support , speak out against violence perpetrated on them thereby breaking the notion of &quot; domestic violence is a private matter&quot;3- Contribute to the mobilisation of a critical mass of young women and men in the society who will practice and promote non-violent, discriminatory social norms and traditions replacing those which perpetrate violence against women.4- Contribute to the establishment of a comprehensive support system constituting diverse and relevant stakeholders which is sensitive, DV and trauma informed and workers on the principles of gender justice and human rights.To begin with the programme is being implemented in selected districts of Tamil Nadu but the overall goal is to extend the programme across all states.

With the outbreak of the covid-19 pandemic and the subsequent increase in domestic violence that has been documented world-over, it is imperative for our services to scale-up and meet the challenge of ensuring that no survivor is left without support 
 Dhwani Connect - 24*7 hotline for crisis support, counseling, rescue services, law enforcement and legal liasioning etc.Dhwani Support- which offers range of long terms rehabilitative services. These services are either offered directly by PCVC or other government or non-government organizations.Dhwani Outreach- This entails outreach to community groups of all kinds (youth, urban, semi-urban) to create awareness on interpersonal violence issues and available support services These include mass awareness campaigns through media (print and digital) and community based "I am Dhwani" Campaign in communities of different stakeholders. 
 More people are aware that domestic violence is a multifaceted issue in our society and that support services are available for the individuals facing violence. Ultimately having violence free, equal relationships.

DHWANI - Voice for Change

Unsafe at home and unable to step outside, more women faced and reported domestic violencein the first five months of 2020 than observed in a comparable period in the previous three yearsby PCVC. In the first four days of the lockdown, our 24*7 National Domestic Violence Hotline - Dhwani received ten times the calls we usually cater to in a full month before the pandemic. The number of follow-up calls from women experiencing violence was double the number of first-time callers. Not only were more women facing violence, the frequency and intensity of violence against them also increased. Overall, the helpline has seen a three-fold increase in calls since March 2020 - an increase that has persisted over the past eighteen months with the extension of lock-down and various restrictions. The single-most debilitating factor of the pandemic for women facing violence is isolation. For many women, that is over eighteen months of being locked in with their perpetrators amidst fear, uncertainty, and job and financial insecurity. Cut off from family, friends, colleagues, and other support systems and facing institutional apathy, many survivors are reporting that their communications are being monitored. Hence, they are unable to seek external support. 
 Despite being situated in Chennai - often a red zone district, PCVC’s shelter is among a handful of emergency shelters across TN to remain functional and open to survivors of domestic and burn violence during this pandemic. Due to the surge in the calls to the Dhwani Hotline, a need arose to recruit call responders for different languages. Call responders speaking five different languages have been recruited (Malayalam, Telugu, Kannada, Hindi and Tamil) and trained on DV and trauma-informed approaches. With survivors being in constant close promixity with perpetrators and lacking the privacy to make calls to service providers, PCVC has worked to make support services more accessible. Options for survivors to seek support over WhatsApp, WebChat and Instagram have been created and responders have been assigned to each of the platforms. Working at the forefront of this shadow pandemic, we have expanded our Dhwani helpline visibility and outreach activities through commercial and community radio campaigns, media articles, social media activities, virtual awareness sessions with NGO allies and networking with stakeholders across the state to alert women to the availability of domestic violence support services. 
 The hotline received a total of 1275 crisis calls in the last financial year. The calls were diverted to the call responders through the OzoneTel platform - an IVRS system to ensure the calls are responded to on time in different languages. 4141 follow up calls (incoming and outgoing) were done with clients, family members and perpetrators to provide continued support. As a result of team expansion, many follow-up calls have been possible. Consistent services are being provided for increased number of clients. On average, counsellors spent 20 minutes on a crisis call and 1 hour on a counselling session. Our Resident Centre as well as the Recovery and Healing Centre have started functioning with safety protocol in place for burn survivors who are able to travel and visit the centre. Survivors who live in Chennai or close to the centre and do not want to stay away from home are encouraged to make use of our day-care facility for rehabilitation. We have been able to kick start the wound care clinics program for women burn survivors across the districts of Tamil Nadu. Furthermore, PCVC staff has been vaccinated fully owing to being part of an organisation engaged in frontline work.
