<ul><li>Poverty, gender norms that normalize and justify gender inequality &amp;violence, and lack of skill &amp; information are reasons behind Violence Against Women &amp; Girls (VAWG). Lockdown measures, closure of schools due to Covid-19 pandemic have increased cases of gender violence in addition to the number of challenges like early marriage, trafficking, HIV &amp; lack of education etc. already faced by the adolescents.</li><li>Adolescence is an age of opportunity for children and a pivotal time for us to build on their development in the first decades of life, to help them navigate risks and vulnerabilities, and to set them on the path to fulfilling their potential. Thus, for well-being &amp; active participation of adolescents are the basis to the effectiveness of life cycle approach that can break exclusion &amp; discrimination, football a popular sport to be a tool that can act wonders as girls get confidence that boosts school retention &amp; bring out leaders who stand up for the rights. </li></ul> 
 <ul><li>Football for Freedom is a program to demonstrate that change is possible &amp; build a comprehensive strategy to empower the vulnerable adolescent girls in partnership with the community, family, government duty bearers, media to enable adolescent girls to protect their Rights, promote gender equity and prevent violence and claim public space that will result in increased mobility and visibility.﻿</li><li>Football as tool to empower &amp; build confidence of 250 adolescent girls &amp; violence survivors between 13-19 years to achieve gender &amp; social equity, increase school retention, engage in a positive relationship &amp; build leadership to stop violence in 24 months in two districts in West Bengal and one district in Jharkhand.</li></ul>

Adolescence is an age of opportunity for children, and a pivotal time for us to build on their development in the first decades of life, to help them navigate risks and vulnerabilities, and to set them on the path to fulfilling their potential. The well-being and active participation of adolescents are fundamental to the effectiveness of life cycle approach that can break exclusion and discrimination. Adolescents need the opportunity to assert themselves, express themselves, to flourish. Therefore, 253 million adolescents, which are about 22% of overall population, in India present a unique opportunity for a healthy and strong future; however, they receive far less attention in our policies and planning than their numbers merit. Parents, family member, communities and policy planners must bear the responsibility to promote and protect their development and Adolescents, face a number of challenges, including early marriage and childbearing, low knowledge and high risks for sexually transmitted diseases and HIV, anaemia, violence and substance abuse, and lack of education. 
 Advancing Girl’s Rights with a focus on resource poor and vulnerable girls those affected by disruption of education, protection health services &amp; livelihood etc. and already at risk or victims, with information and resources to prevent them from falling victim to trafficking &amp; child marriage  and other GBV (Gender Based Violence)-Empowering 250+ adolescent girls through applying L 4 R (Leadership for Result) Training module &amp; 3E (Encourage-Empower and Engage) Principle  and imparting knowledge, life skills, information so they develop agency and are better prepared to challenge the gender norms and violence.- Creating second line of 60 leaders and peer mentor model where the older girls co facilitate identification, development and follow up of younger girls.-Using Sports and Culture as tools to promote gender equity- Facilitate Digital Learning for 100+ girls-Case Management services ( Rescue, Restoration; Reintegration and Quality Institutional Care and Support) 
 Girls led campaign against unsafe migration, child marriage, trafficking where they talk about their right to protection and health and the impact of such violations.General awareness among the community and panchayat members about the safe migration practices, laws and policies and potential risk and mitigation techniques.<ul><li>Panchayat members initiate compulsory registration of migration of girls</li></ul>Established network of NGOs, Community and Government Stakeholders both at origin and destination to ensure safe journey, safe place, safe return of girlsBetter enrolment and retention of girls in education both at origin and destination, especially at the upper primary levelIncrease in the number of reported cases of child marriage, trafficking migration of girls.<ul><li> Better coordination among community groups like VLCPCs, Anganwadi workers, health workers, SHGs (Self Help Groups) in discharging their duties</li></ul> An enabling atmosphere where there is scope for easier exchange of communication between the community and the government &amp; better coordination amongst different departments working towards safe migration and protection of girl’s rights resulting in planned and effective strategies.More coordinated and trained personnel at the district level to undertake and ensure prevention of violence and ensuring safe mobility.

Disaster Relief

The key drivers (Poverty, Gender inequality, Unemployment) for Trafficking; Child marriages and lack of health and hygiene had unprecedented rise during Covid-19, additionally, movement restrictions and multiple barriers (language, technology etc.) and reduced response services (helplines, police &amp;, legal services) have increased vulnerability amongst individuals and communities who were already at risk and those who were previously not. Without sufficient access to social security systems &amp; institutional supports, they are less equipped to navigate these challenges. 
 Jabala Action Research Organisation wishes to support the beneficiaries and their families as they respond to and recover from the Covid-19 crisis. As the situation on the ground is changing rapidly, we are seeking support to carry on relief operations among the beneficiaries in the following areas with a primary goal to ensure the adolescent and young women are not adversely affected by this pandemicThe Proposed initiative intends to build up on the progress so far achieved and lesson learnt from previous efforts to spread it among other girls, survivors and community members in newer areas to increase the gamut of Relief measures and awareness on protection; and sync it with the multisectoral linkage buildings. 
 Strengthening Direct Service assistance to identified 1000 adolescents girls, Survivors of violence that includes, food, health and hygiene etc.Increased efforts on menstrual hygiene awareness and maximise reach of sanitary napkins amongst 1000 girls in the target areas. Facilitate access to education and reduction of drop outs among 500 adolescent girls

COVID-19 RESPONSE

The pandemic has retarded the progress that the country was making with respect to gender equality, preventing human trafficking and child marriages. Jabala Action Research Organisation has identified 500 girls at risk between 10 to 19 years of age from districts of West Bengal and Jharkhand to whom they seek to provide direct assistance. Help the organisation provide monthly humanitarian relief and educational support with simple contributions worth ₹750 and ₹6,250 respectively. The key drivers (Poverty, Gender inequality, Unemployment) for Child Marriage and Trafficking had an unprecedented rise during COVID-19 pandemic; the State Commission for Children have recorded a more than two-fold rise in gender-based violence (April’21). The pandemic has taken the state (and country) back on the progress it had made with regards to gender equality, anti-human trafficking and child marriage actions. Three aspects in particular heightened the vulnerabilities – (i) loss of jobs and unemployment leading to loss of income and increase in anxiety, (ii) disruption in education leading to child marriages and children being forced to seek work and (iii) a phenomenal rise in digital usage with limited knowledge of cyber safety.The families without alternative access to livelihood support got forced into bonded debt or considered the sale of children or sexual services. Movement restrictions and multiple barriers (language, technology etc.) have increased vulnerability to trafficking, child marriages amongst individuals and communities who were already at risk (victims, adolescents). Those who were previously not at risk but are without sufficient access social security systems and institutional support, may be less equipped to navigate these challenges and more easily deceived by exploitative employment opportunities and other enticements. 
 We wish to provide direct service assistance to 500 identified girls at risk of violence (trafficking, child marriage, labour etc.) between the age group of 10-19 years, all female in four targeted districts (Alipurduar, Murshidabad, Birbhum, 24 Parganas-North) of West Bengal and one district (Dumka) of Jharkhand for 03 months that includes,<ul><li>Supply of Dry ration, Health Kit (sanitary napkin, soap, detergent etc.)</li><li>Health support (Supply of basic medicine; community health kit organising health camps etc.)</li><li>Provisions for Institutional care and support (shelter, food, medical (physical and mental), legal aid etc. for 12 months for 35 survivors of violence and case management services such as rescue, restoration, Home Investigation report etc.</li><li>Preparing and equipping 250 vulnerable adolescent girls including violence victims through Knowledge training; technology access (Digital Learning), life skills, sports and cultural sessions so they are better prepared to face of challenges of life &amp; prevention of violence, cyber safety</li><li>Increased Community Protection mechanism through awareness raising and networking to strengthen access to social security, welfare schemes, education, &amp; health and capacity development for at risk groups like disadvantaged adolescents and faster responses from the service providers</li></ul> 
 <ul><li>The 750 girls under direct assistance program will have confidence and assurances to tide over the difficult situations faced due to COVID-19 and shall not fall victim of child marriage or trafficking</li><li>250 girls will have enhanced digital literacy and will be able to carry on online classes and sessions reducing the chances of drop outs, cyber bullying etc.</li><li>Prepared and equipped targeted girls will develop a sense of agency and challenge gender norms and protect themselves from violence. Become peer leaders for change at the grassroots.</li><li>Strong and sustainable Community vigilance mechanism will identify, reach out and support women and girls and reduce incidences of trafficking and child marriage in the target area</li><li>The network model evolved through improved government-civil society networks and adolescent girls shall create opportunities for sustainability and replication</li></ul>
