The overarching objective of Sampark is to facilitate empowerment among marginalized individuals, with a special focus on women, by enabling them to exercise agency over their own lives and enhance their socio-economic circumstances. Sampark asserts that the fundamental entitlements of life, dignity, and dissent are inherent to every individual, regardless of religion, race, caste, sex and place of birth.Empowering Migrant Construction WorkersConstruction sites in Indian urban centres serve as significant employers of migrants from rural areas. These workers and their families often endure challenging living conditions. To address these issues, Sampark operates three Workers' Resource Centers (WRC) and a worker service helpline. The WRCs play a crucial role in creating awareness and empowering migrant workers to access their entitlements in the areas of health, education, financial inclusion, and social and legal support. Through these initiatives, Sampark has empowered over 200,000 migrant workers, granting them access to social protection services valued at Rs. 12.5 crores.Early Childhood Development for Children of Construction Workers  Sampark has established 26 Early Childhood Care and Development (ECCD) centers across Bangalore to support the children of migrant workers. Additionally, these centres enable their mothers to join the workforce. Sampark has also facilitated the admission of over 5,500 children into regular government schools. Through these centers, Sampark has reached out to a total of 56,000 children of migrant workers.Building People-Owned InstitutionsSince 1997, Sampark's women's economic empowerment activities have supported the setup of over 1,400 Self Help Groups (SHGs), involving 15,000 poor and disenfranchised women in Koppal, North Karnataka, India. These women gather weekly to save money and avail of loans. The SHGs are federated into four Self-Reliant Cooperatives, registered with the government of Karnataka. Sampark enabled the formation, registration, capacity building, and financial linkages of these organizations. Since 2017, Sampark has expanded its operations to Uttar Pradesh, where 1,000 women have been formed into SHGs across 12 villages in the Chiraigaon block of Varanasi district. Today’s cities have become the hub of economic activities. With a huge number of the poor struck migrant population moving to cities for income-earning opportunities needs of their children are neglected. The vulnerability of migrant workers and the safety of their children is less talked about and addressed. Construction sites are fraught with issues of safety that can adversely impact the lives of children. The absence of a social network to look after their children while both parents are at work creates a huge divide in the growth, health and education of the children of construction workers. The absence of appropriate nutrition in the early years impacts the growth of the child. Early years are important as 90% of brain development happens within the age of zero to 3 years. Personality development happens between zero to 3 years and the child starts learning what is good and what is bad. Children need to be exposed to a good learning environment to ensure good physical and behavioural development occurs.The construction sector in India is one of the largest employers of labour in the country, and about 10% of the workers are women. The sector is heavily dependent on migrant workers, many of whom come to the city with their children. While the sector provides employment opportunities to migrant households, it has serious implications for the health and educational outcomes of children. According to the National Family Health Survey (2015-’16), 35.5% of children under the age of five in the country are underweight, 38.4% are stunted, 21% are wasted. In the absence of education and health needs and with no external adult support in the labour colonies, the children’s needs are neglected severely. Children’s needs like health and nutrition, age-appropriate immunization, education and cognitive learning needs, interactive and social enabling environment and, above all, safe parenting care for children while their parents work are an essential need. In 2015, early childhood development was included in the Sustainable Development Goals, reaffirming its growing status in the global development agenda. Every Child has a right to develop to the “maximum extent possible”.Sampark runs creches – daycare centres for children of construction workers and has reached out to more than 8,000 children in the age group of 6 months - 14years. The objectives of crèches are to provide a safe environment and to provide protection, nutritional and immunization support, and a stimulating environment for the all-around development of these children. Creches will provide a stimulating environment where children attend classes regularly and learn through fun stories, rhymes, games and art and craft activities in three languages English, Kannada and Hindi.Crèches run from 9.30 am to 5.00 pm. Each crèche has 2 teachers and one helper. Children are divided into 3 sub-groups:<ul><li>The creche section consists of children from 6 months to 3 years</li><li>Pre-primary/Balwadi consists of children from 3- 6 years</li><li>Non-formal education (Bridge course) from 6- 12 years</li></ul>Crèche section, which primarily focuses on stimulation. The Pre-primary (balwadi) section focuses on school preparedness and skill development. Non-formal education enables the children to engage in learning activities as they have dropped out of school mid-year and will re-join in the next academic year. Across all ages, creches nurture children’s healthy development through nutrition programmes and medical check-ups. Creche children are admitted into Government schools every year. More than 1000 children are enrolled on nearby government schools in Bangalore as they are considered on par with their peers in basic knowledge of languages, hygiene and school-going discipline. <ul><li>Nutrition and Growth Monitoring: On average, 30% of children coming to the creches are identified as malnourished. The growth of children is regularly monitored and recorded in separate growth charts for boys and girls as per the new WHO child growth standards. The height and Weight of children are monitored and recorded monthly. Protein mix, special diet and 3 meals provided for them ensures the healthy growth of children and enable them to fight malnutrition and related illnesses.</li><li>Health and Immunization.: Over 1,000 children are taken care of at our 16 daycare centres every year. Health check-ups are conducted periodically to check for illnesses, nutritional status and gaps in the growth of children. Regular diseases like cough, cold, skin rash, fever are identified, and medicines are prescribed by doctors. Linkages with Public health centres(PHC) or hospitals are done for children who need regular treatment and medication. Children are linked to PHCs to receive their age-appropriate immunization. Follow-up is done with parents to ensure they are taken on a timely basis. Children receive multivitamins and supplements to tackle iron deficiency and to ensure better absorption of nutrients. Pregnant women in the labour colonies are identified and linked to Anganwadi centres to receive their mother cards. Mother cards provide regular nutrition and pre and post-natal medicines to pregnant women and lactating mothers</li><li>Education: Sampark creche teachers in the constant search of new ways to take education to the children in their homes. have devised ways to bridge the digital divide in education. Every year more than 100 children of construction workers are mainstreamed into government schools.</li></ul>

Early Childhood Care for Children of Construction Workers

Sampark works in 12 villages in the Chiraigaon block of near Rajghat, Varanasi district, Uttar Pradesh with 76 Self Help Groups (SHGs) and around 1,000 women. COVID 19 outbreak has had a disastrous impact on these women’s families, by shutting down income streams and wiping out savings. The women and their husbands are daily wage earners who are engaged in activities like agricultural labour, construction work and selling flowers, fish and vegetables. All these activities have temporarily stopped over the last few weeks, with the administration severely restricting any movement. They have not been earning wages since the lockdown and thus are finding it tough to make ends meet. Many households have family members working as migrants in cities in India and the Middle Eastern countries. As these migrants have started returning to the villages due to the current scenario, it has led to a big loss in household income. Even post lockdown, livelihoods are expected to be severely disrupted. Along with a lack of income generation, these villages have also seen significant supply chain disruptions. As a result of this, there has been a demand-supply mismatch in terms of both availability of products in the villages as well as the inability to supply the existing produce to the markets. 
 Sampark will intervene to generate and support livelihood activities for the poorest households in the villages where it has SHG women to ensure additional incomes for them both during and post the pandemic. The activities will be in the broader domains of research to get the baseline data, livelihood planning, creating market linkages and skill development. Mobile technology will be extensively used to implement activities like baseline research and establishing market linkages. 
 This project will have a direct impact on low-income households. A majority of these also belong to the scheduled castes and the minorities, the most socio-economically vulnerable section of the population. Most of these families are dependent on a single source of income which have been impacted due to the lockdown. This is typically the case of the SHG families that Sampark works with. With large family sizes averaging 7, and having very few earning members, average income per head is low at less than INR 50 per day. Only around 40% of the families have their own agricultural lands or have taken land on lease to engage in agriculture; with an average land-holding size of less than1 acre per family. The total population of the villages in which Sampark works is around 50,000. Sampark expects thatthese interventions will be able to impact at least 25,000 of those villagers by facilitating a vibrant local economy.

Regenerating Rural Livelihoods Severely Disrupted by COVID-19 Lockdown in Village Clusters in Varanasi

In Bangalore, currently, there are more than 400,000 migrant construction workers from other states Odisha, Rajasthan, Bengal, Bihar, Jharkhand, and Chhattisgarh need our support. In the context of Coronavirus, currently, the migrant workers face several new challenges as a result of the government imposed nationwide lockdown to fight the pandemic. Most of the migrant workers in the big cities, working in low paying jobs and earning on a daily wage basis, have been amongst those who are left jobless, hungry and struggling to make ends meet. For over three weeks (since the government declared nation-wide lockdown since March 25, 2020) the workers have not earned any income as all construction-related work has been halted. Although official schemes for food support have been pronounced, they do not reach migrant workers, whose state entitlements do not operate outside their home states, leaving them disenfranchised as inter-state migrants. Sampark continues to make efforts towards providing these vulnerable people a voice. This creates a dire need for support from an NGO. 
 Sampark plans to provide as much humanitarian assistance as possible to help these workers sail through this crisis. Thus, Sampark plans to distribute COVID 19 relief kits with essential provisions to 4,000 workers and their families, to prevent hunger and destitution during the COVID 19 lockdown period. Sampark will work to gain official entitlements for the migrant workers. It will prevent social unrest arising from the desperation of the workers. The items included in each kit are rice, dal, oil, salt, sugar, chili powder, turmeric powder, bathing and washing soaps, toothpaste, and sanitary pads. Sampark has developed Shramik Mitras (worker leaders) in the community who also assist in the distribution protocol along with the Sampark team. Sampark has negotiated with the builders, with whom it has been working, and received permission to utilize the space and their workers to pack relief kits and distribute them in their labor settlements. This support helps the Sampark team to speed up the process of packing and distribution of relief kits and reach a greater number of workers in a shorter period which is necessary during this lockdown situation. Sampark will work to gain official entitlements for the migrant workers.  
 The project is expected to impact 12,000 persons, women, men and children, and prevent them from hunger and under-nutrition, and enable them to stay safe in the lockdown period. The workers will be better informed about the disease and its prevention and will actively take measures to protect themselves. The measures taken will help them gain access to official support from the government agencies in due course. It will help them deal with the initial impact during this lockdown, strengthen the workers and their union, to coordinate relief work and gain a voice to demand their human rights as inter-state migrants. This project will provide social protection until workers regain livelihoods.

COVID19 relief to 4,000 migrant workers Bangalore

With the world being under trial and fighting every day against the raging pandemic, the fellowship that has suffered the most is that of the working class. The need of the hour is to tend to the requirements of the migrant workers, and the only way we all can get through this is by moving in solidarity and putting in collective efforts to cater to their problems and save lives. Migrant workers lead very uncertain lives. Ever since the COVID-19 pandemic these workers’ struggles have amplified tenfold. Most factories and construction sites shut down in mid-2020 to curb the spread of the virus. This left millions of workers with no jobs and no money. A lot of workers and their families had to go without food and shelter.These are not just stories, though. It was and continues to be the reality of migrant workers. With the second wave hitting Bangalore hard, more issues of workers come into light. Their reality includes lack of isolation spaces for workers in the colony, lack of separate toilets for Covid positive workers, the problems faced by single mothers during isolation and the absence of a nodal person/officer for handling construction workersCOVID related issues.To make things worse, there is a lack of awareness, resistance and hesitation about theCOVID-19 vaccines amongst migrants. They ignore COVID19 symptoms and are reluctant to get tested. There is a fear caused by BBMP, that the PHC arrives with police to take Covid positive workers to CCC. There is hesitation among the workers about the lack of care at CCC and Isolation centers. There is fear of loss of wages during isolation and also a lot of taboos amongst the workers when it comes to the vaccine. The need of the hour is to protect them with a four-pronged strategy of awareness, monitoring, isolation and treatment and wage compensation (by the Welfare Board/ Employers) and vaccination. 
 <ol><li>Support for workers in need of emergency support for COVID related complications ( ambulance, oxygen and medicines)</li><li>Building the capacity of Shramik Mitras (Community resource person) in the labor colony to check the temperature, oxygen levels of workers complaining of symptoms of fever and cough. Shramik Mitras are trained to use the thermometer, oxymeters with utmost protection and provided with all essential equipment and protection gear. </li><li>Awareness for workers about the Covid Care centers and their benefits to dispel the hesitation and fear of workers. Vaccine awareness and videos to break the myths about the vaccine are circulated to workers regularly. Vaccination drives to be organized with the support of the Welfare Board, PHC, and builders at labor colonies as and when vaccines are available. </li><li>Works closely with Workers Welfare Board and spreads the awareness on helpline 155214 for COVID health support information. Sampark with a keen focus for construction workers to receive COVID benefits continues the registration of workers with the Board.</li><li>Works with builders and developers to provide separate toilets, isolation centers at labor colonies and push builders to convert vacant houses in the site as isolation centers for workers and their families.</li><li>Construction worker’s children are provided packed food to ensure their nutrition and growth in these tough pandemic times.  Sampark through its migrant support helpline and 2 Workers Resource Centers and help create awareness and empower migrant workers to access their entitlements in the areas of health, education, financial inclusion, social and legal. Sampark operates in 48 labor colonies all over Bangalore and has touched the lives of more than 25,000 workers since 2013. Sampark runs creches – day-care centers for children of construction workers above 6 months and under 14 years. Children receive nutritional and immunization support as well as a stimulating environment for them to learn in 18 creches in Bangalore and support around 900 children. Sampark, over the years, has mainstreamed 1,000 children into government schools and worked with over 8,000 children since 2009.SAMPARK RELIEF EFFORTS DURING COVID FIRST WAVE.Distributed 9,920 ration kits and reached out to more than 33,000 vulnerable people across Bangalore and Varanasi. Partnered with restaurants and distributed over 16,000 cooked meals for migrant workers. ·Distributed 2,200 hygiene kits as workers have resumed construction work and 1,450 nutrition kits for lactating mothers, pregnant women, and children. .Distributed 160 laptops for bright undergraduate girls, who did not have the family income to buy gadgets to cope with their online classes during the pandemic. Sampark started relief work in April 2020 and, over time, received support from various individuals, corporates, charities, and donors. But despite these initiatives, a greater number of people are still in desperate need of help.
