“We received a distress call saying that a blind girl is being held captive by a woman and is being forced to beg. Our volunteers were able to rescue that girl and bring her to the Blind Welfare Society home for girls. We cared for her and educated her. Today that girl is a senior government official”, says Asha Bhola, President, Blind Welfare Society (BWS) as she recalls how her organisation has been able to transform lives.BWS has been a ray of hope for 40 such blind girls, many of whom have been abandoned by their families owing to their visual impairment. Sadly, the care, shelter and education for blind girls come at a cost, and BWS is unable to keep its work going. According to the nonprofit office bearer, “Many parents neglect their blind daughters and at times even sell them off for begging, etc. Even if the girl is from a well-to-do family, they feel providing education and care to a blind girl is a waste of money”. “What is the fault of an innocent child?”, she asks.Education, the only hope “These girls have no future without education. If they don’t receive education, they will remain uncared for. They will continue to be ignored by not just their families but even by society at large. Whatever I am today is only because of the education I received. But sadly, every blind girl is not as fortunate. “The major problem in society today is the stigma against mentally ill or mentally disabled people. Families feed and care for men who are mentally ill and keep them at home. But no one wants to help women with mental illnesses,” says N Vanitha Rengaraj, chairperson of Sharanalayam.Sharanalaym’s ‘Jothi’ is a sanctuary for over 100 women facing mental challenges. India’s Lockdown to prevent the spread of Covid-19 virus and measures taken to manage the pandemic, had devastating effect on businesses and communities. The crisis continues post lockdown also. But the severity of impact of COVID-19 has been most intense among the people who are most marginalised and vulnerable. Persons with Disabilities (PwDs) are among the hardest hit. Most often they and their families get left out from the mass welfare measures of government agencies or during distribution of life saving provisions done from a central point in their locality. They are also the worst impacted due to the loss of livelihood and are also most likely to fall into further poverty and ill health if they are not able to access the immediate relief for survival and sustainable livelihood.  
 Project Goals and Activities: ·        To support 60 poor and marginalized young people and their families combat the impact of Covid ·        To support them access livelihood opportunities in the domains of Fitter and Electrical and Electronics Mechanics. Among these 80% will be Youth with Disability and 20% without disability. Project Activities: The Foundation/Life Skill Training:  During mobilizing the young people for skill trainings, some YwDs identified require some basic life skill training before being able to decide about taking up a vocation. About 40-50% of the prospective trainees undergo about 20-25 days Foundation course to prepare them on hygiene and soft skills. They are provided with rehabilitation and aids and appliances to make them functionally independent and job ready. Their assessment is done to establish alignment between their physical disabilities, aspirations and demands of the job. The Skill (Domain) Training: Fitter: A six-month integrated course that prepares trainees to work as factory technicians -operate conventional machines, use hand tools and measuring tools and perform machine assembly. Students can also opt for advanced training in Auto CAD and CNC machines after the course for senior positions. Electronics Mechanic: A six-month integrated course in basic Electronic Engineering – circuit design, electronic components, tools and equipment’s, soldering and de-soldering skills, repair and maintenance of consumer and industrial appliances. Modalities of the courses: Duration: 6 months/8 hour classes – 4 hours of theory and 4 hours of practical classes. Courses are run in two batches for each course, i.e., four batches are run simultaneously. 20 students are taken in each batch, out of which 15 students complete the course after accounting in dropouts, resulting in 15*4=60 students completing the course. Placement and post placement support after completion of Skills Training-The youth are placed in industries with a minimum wage of Rs.8,000/- to Rs.10,000 per month. APD ensures &gt;80% placement of the trained candidates and a post placement follow-up support of up-to 3 months to ensure retention. The past trend shows about 70% trainees are retained in their jobs. Subjects taught: Electronics Mechanic :·        Safety of personal working and the equipment·        Familiarization of basic electricity·        Identification of various active &amp; passive components and their applications. ·        Identification and applications of different Hand tools ·        Identification, uses of Measuring Instruments &amp; Electronic equipment ·        Uses of electronic components in different circuits ·        As part of the course they are provided with on the job training (OJT).  Fitter :·        Safety of personal working and the machineries ·        Familiarization of basic fittings and filings ·        Identification and applications of different Hand tools ·        Identification of metals and their applications·        Identification, uses of Measuring Instruments  ·        Internal &amp; External thread cuttings using Tap and die Sets ·        Operations of various machines such as Lathe, Drilling, Grinding ·        Usages of gauges - feeler, screw, pitch, radius, wire gauge  APD’s ELT training programs are co-created with experienced employers and aligned broadly with NCVT &amp; MES (modular employable skill for short term course).This collaboration with industry ensures that our graduates are familiar with current industrial needs &amp; best practices and have the relevant job skills that employers are looking for in entry level graduates. . APD has fixed about 4% i.e., Rs. 2000- as part contribution fees for 6 months residential training. However, the trend so far of trainees paying has been not encouraging as our recruits are from the most indigent and poorest sections of society. APD as a policy does not reject any applications if the trainees fail to pay their contribution, which is more likely in the current Covid-19 situation.

Post Covid-19 Rehabilitation of Youth with Disabilities through Skilling

The Right to Education (RTE) Act mandates 25% reservation in private institutions for children from marginalised communities, including children with disability. While the laws reinforces APD’s approach to promoting inclusive education for socio-economically challenged children with disability (CWD), the reality on the ground presents a grim picture. Despite the Right to Education, many children with special needs are unable to receive an education because of financial hardships, inaccessibility to mainstream schools and lack of sensitisation to their needs. In this inclusive education program, differently abled children enrol into regular schools while receive the specialised attention and care (therapy, corrective surgeries and medical intervention) they need to progress. APD works with the schools to develop supportive infrastructure, trained teachers, customized curriculum and study materials. We have got over 46,600 specially-abled children to school since 1972. Shradhanjali Integrated School (SIS) is a recognised primary school up to Class VII under the SSLC Board, Karnataka, with a capacity to educate 200 children. The school maintains an 80:20 ratio of Children with Disability (CWDs) and non-disabled children to promote inclusion. SIS focuses on activity-oriented learning, promoting sports, arts and crafts to ensure all-round development SIS also provides books, uniforms, healthcare, rehabilitation, and adapted learning techniques.SIS promotes inclusive education and this model is much needed to sensitise the mainstream schools to accept the inclusive education system convincingly. This model has ensured 90% mainstreaming with most children moving on to regular or special schools of assistive technology and using individualized education plan helps in giving the required focus and attention to each child, basis their comprehension levels and other limiting factors caused due to disability. There are significant other needs of CwDs which needs to be catered to in order to make them productive assets for India. One of the first needs is to ensure that the progression of the disability is controlled by providing the requisite therapy, medical advice, aids and appliances. APD ensures this by providing these on a regular basis. Parents of the students are not in a position to afford significant transportation needs for coming to school. SIS provides safe, secure and friendly transportation facility from the doorstep of these CwDs using three buses. SIS also runs a kitchen which provides nutritious mid-day meal to these students on a daily basis. Our beneficiary families are very poor and our aim is to always ensure that there is no dropout due to financial reasons. 
 The Association of People with Disability (APD) is a non-governmental organization working in the field of disability for the past fifty-nine years. APD aims to empower persons with disability to become active, contributing members of the society. At any given time through it's wide-ranging institutional and district development programmes, APD directly touches the lives of approximately 30,000 Persons with Disability (PWDs) and builds the capacity of partners, government officials and caregivers. The community-based programs include therapeutic services, mobility aids, integrated education, advocacy, horticulture, mental health, and livelihood. Operational areas:•	Education•	Livelihood•	Early intervention, spinal cord injury and community mental health•	Strategy, advocacy and resource support to organisations. (RSO)Our “District Disability and Development Programme” is operating in 13 districts of Belagavi and Kalburgi regions of Karnataka and Bengaluru. Here we work with government agencies, self-help groups and other stakeholders on identification, assessment, referral, capacity building, lobbying and implementation of disability rights, to encourage the system to make much-needed provisions for people with disability. Currently, APD is working with over 30,000 PWDs in these three districts. 
 The impact on learning is being assessed through various indicators, rubrics and tools. The assessment of the children with CP and learning disability is being done with the help of the worksheets, games and the activity sheets uploaded in the digital board. Even the hearing impaired children are being assessed with the help of the videos and the sheets uploaded. The assessment of each child is being recorded in the individual register of the teachers. The use of the interactive board is not only focused on to the scoring of marks in the exam, but also to update the students with the events of the world. It has been our experience that when an appropriate media (e.g. audio-visuals) is integrated into the curriculum to complement the traditional method, higher learning outcomes in terms of achievement scores result. The students being taught with the audio-visual aided instructions achieved better than students who were taught with traditional methods

Inclusive Education

Naveen, a determined athlete who hails from Andhra Pradesh, was left paralysed after a construction accident. Despite being told that he would spend his life in a wheelchair, he refused to accept this reality and began to pursue alternative forms of treatment. Through the Association of People with Disability, he discovered a passion for sports, particularly archery, which has given him a renewed sense of purpose and belonging. However, to make it to the national stage, he needs to purchase a professional compound bow kit which is prohibitively expensive for him.
