For a mother who has spent her entire life loving and raising her child, being beaten and mercilessly thrown out onto the streets by her own son is too heartbreaking to overcome. But this is a common story among the elderly residents of the Guru Vishram Vridh Ashram. “I’ve seen mothers in old and torn clothes, their bodies smelling and their hands and feet rotting and covered in maggots,” shares Dr. G.P. “During a visit to a nearby village, I found two abandoned babies left to die in a cowshed. Visibly fragile and covered in dirt, the condition of the little ones left me in shock. Moved by the sight, I inquired in the area and was told that these babies were left there by their own family after they were diagnosed with HIV. I immediately brought the babies back home. This was in 2001 and that marked the beginning of a two-decade-long struggle to save abandoned HIV+ children from dying on the streets,” says 70-year-old Mangal Shah, fondly addressed as tai by her 150 adopted grandchildren. Mangaltai founded Palawi with a mission to give abandoned HIV+ children a second chance at life and, more importantly, to right the wrongs that society had done to them. For over two decades, she has rescued hundreds of children off the streets and given them the love they were denied for no fault of theirs. She has given the children life-saving medical care and education while helping them lead normal lives.“It does not cost us money to give them the love they deserve, but the cost of medical care, food, shelter, and education is more than what I can shoulder on my own and I need urgent help,” pleads Mangaltai. He was severely malnourished, sick and had a gaping wound on his head. Seeing the baby’s condition and the maggot-infested wound, doctors gave him six months to live. But Pranay is now 22 years old, he is financially independent and leading a normal life with dignity. What would have happened if I gave up on him?” Mangaltai has faced severe discrimination all along her journey with Palawi, owing to her work and for standing up for the rights of HIV+ kids. She was driven out of schools when she tried to get admissions for her children. “The discrimination against our children was such that they were not even allowed to set foot in any of the schools in this area. We were left with no choice but to start a school of our own,” says Mangaltai.The healing power of loveAccording to Mangaltai, the love that children of Palawi receive is one of the strongest factors in their recovery and healthy childhood. “We are there for these kids throughout the day. These kids have low immunity and are prone to illness. Which is why we need to be extremely cautious. We need to have regular health check-ups to ensure they are safe and healthy. But all of this comes at a cost. DCCW first started its work among children who had been displaced, lost or abandoned in the riots surrounding the partition of India, providing them with the much-needed care. Over the decades, the programmes have grown and diversified to cover medical services, nutrition, adoption, vocational training, rehabilitation of physically/ mentally challenged children and non-formal pre-school education to the underprivileged children of Delhi and the surrounding areas. Today, these services reach over 2500 children each day, free of cost. We run our programs in nineteen centres, most of them being in rehabilitation colonies of migrant workers.Our mission is to give children the childhood they deserve.

Palna is our home for the abandoned, relinquished and destitute children. Infants arrive in a very precarious state of health in Palna. Some suffer from cerebral palsy, multiple sclerosis, Down’s syndrome, autism, mental retardation etc. These children, aged between 0 to 11 years, with severe mental and physical challenges reside at Palna Bal Chetna residential facility (literally meaning “Ray of Hope”). Of the 80-100 abandoned children residing with us, we have about 15-20 challenged children residing at Qudsia Bagh, New Delhi. We have special therapists, doctors and trained nurses who look after these children with utmost care. Some need intense, round the clock medical care which all comes at a very high cost. We require funds for conducting medical tests like MRI, EEG, routine bloodwork and ultrasound, some of which come at a very high cost. In addition, we need equipments like pulse oxymeter, glucometer, nebulizer, suction machine, and reception machine for their everyday monitoring and care. 
 We have an emergency care medical crisis unit staffed with a qualified medical team for the very fragile children. We seek assistance of nearby hospitals for the very critical. For the others, we have qualified trained therapists who provide the necessary therapies to mentally challenged children to make them self-reliant through language, cognitive and social development therapy, as far as their condition permits. 
 Positive improvement in these abandoned challenged children comes gradually. It takes months of efforts by our trained and dedicated therapists and nurses who look after them with utmost care. The funds we are seeking shall help us in providing better medical care to these challenged children.

Support medical expenses for abandoned challenged children at Palna Bal Chetna

The Vocational Training Program (VTP) was started for young girls from economically weak families who drop out of schools. These girls either simply wait to get married or keep house for their dysfunctional families. We run vocational training programs empowering these young girls (aged 14-17 years) with skills and practical competencies for the job market. Tailoring, beauty culture, candle and soap making, computer training, English speaking are some of the courses offered. In addition, the girls undergo short courses in motivation and confidence building, communication and presentation skills, etiquette and attire alongwith legal rights and self defence. Periodic health checkups are also carried out. Currently, we train around 130 young girls in computer training through 3 centres in Trilokpuri I and II and Janakpuri. There is a great demand for computer training in our existing centre in Madipur where we would like to set up a training facility to train 45 young girls. They would be trained in programs like basic computer operation, MS Office, web design, animation. 
 We would require to purchase 15 laptops/ desktop, 1 printer and 1 no. UPS to set up the training centre. We would run three batches of 15 girls each as we do in our centres in Trilokpuri1, II and and Janakpuri. A negligible monthly fee is charged to ensure their attendance in the program. Periodic health check ups are also carried out for all the participants. We are also in the process of working a formal arrangement with NIIT. 
 The impact of this program has surpassed our expectations. The program has greatly benefitted the local communities by empowering their girls, resulting in a greater community support. The biggest impact has been the deferred age of marriage from 15-16 years to 20-22 years. We have many young entrepreneurs who are running their own tailoring shops and beauty parlours or have joined companies. Over 400 girls benefit from this program annually. Many of our young trained girls are employed in back offices. From our Trilokpuri centres, Jyoti and Shivani, work with Bata’s customer care earning Rs. 10,500/- month; Monica has a back office job with Oriental Bank of Commerce and earns Rs 18,000/- month, Juhi works at the front desk in Costa Coffee and earns Rs. 7,500/- month. We have many such success stories and are doing our best to keep adding to the list.

Computer training for 45 underprivileged young girls in Madipur centre in Delhi

Bal Chetna (literally meaning Ray of Hope) is DCCW’s programme for the rehabilitation of mentally challenged children in Delhi, India. It was established in 2002 as a residential and day care facility in response to a growing number of mentally challenged children being abandoned at our children’s home PALNA. The day care programme at Bal Chetna grew out of the discovery made by our crèche workers of the many children with mental and multiple disabilities living in slums and resettlement colonies not getting the care and attention they needed. Today Bal Chetna looks after around 150 mentally challenged children at our 3 day care centres at Nithari, Sultanpuri, Janakpuri in Delhi, and at residential facility at Palna which is a home for abandoned children. The Bal Chetna Day Care Outreach Centres are located in the heart of Delhi’s poorest neighbourhoods providing much-needed therapy to special needs children who have almost no other recourse to medical and paramedical facilities. Each centre looks after approximately 30-40 children. The children suffer from various ailments -Cerebral Palsy, Autism Spectrum Disorder, Mental retardation, Downs’ Syndrome, Language and Speech Delay. 	Muscular Dystrophy 
 The centre provides the necessary therapies to mentally challenged children to make them as self-reliant as their condition permits (through language, cognitive and social development) in activities of daily living and where possible, to teach them income-generating skills &amp; activities. We also provide training, guidance and counseling to parents of special needs children regarding the care of their children. We also run an Initiative on health and nutrition: Monitor health of the children and provide special diet / nutrition as required, with additional medication and supplements to build up their hemoglobin and weight in particular. Where possible, the children are taught simple skills, to enable them to make handmade envelopes, paper bags, ‘rakhis (decorative wrist bands)’ and garlands, book/note pads binding. The parents are guided on how to source raw materials for these products and on how to sell the end productsEach centre has trained physiotherapists, special educator, speech therapist, counselors and caregivers to work with the 40 children at Sultanpuri. The parents are encouraged to visit the centre and see what therapies are being done to enable them to learn and practise with their child at home. 
 The impact is gradual but very encouraging. •	Acceptance of these special needs children by their families, •	Encouraging them to participate in their normal activities, •	Raising the child’s self esteem by encouraging the child to learn a skill and becoming a contributing member of the family •	Encouraging parents not to abandon their children. Support for Bal Chetna centre for 40 mentally challenged children at Sultanpuri, Delhi

Delhi Council for Child Welfare has been serving underprivileged children in and around Delhi since 1952, in line with our mission of “Giving Children a Childhood”. To date our programmes and projects have impacted the lives of over 300,000 children. More details can be found on our website <a href="http://www.dccw.org/" rel="noopener noreferrer nofollow" target="_blank">www.dccw.org</a>. Pre-pandemic we touched the lives of 3000 children daily. Since all our programmes are targeted at underprivileged children, due to the pandemic several of our programmes have had to be suspended for extended periods of time in line with government guidelines. Covid has also resulted in a financial crunch as all our programmes run on donations, and these have been deeply impacted in these unparalleled circumstances that the world has been faced with. This fundraiser is to raise funds to help bridge this gap to the extent possible. 
 We serve the underprivileged children in and around Delhi, through our different programmes running out of 16 centres located in slum and resettlement areas:<ul><li>PALNA (meaning cradle and nurture) is our home and licensed adoption centre for abandoned / lost / homeless children. It is a best-in-class home in India. It also has a section for special needs children, who will not go in adoption. All the children have been safe from covid.</li><li>Our Educational Sponsorship programme provides financial support, counselling and stationery to school-going children.</li><li>We train adolescent school drop-out girls in income-generating skills through our Vocational Training Programme* (VTP).</li><li>Palna WeeKids* programme prepares children in age group of 2-6 years to get admission into schools.</li><li>Our Supervised Homework Scheme* helps school-going children with their homework so as to help them cope with their schooling and not drop out.</li><li>The Orthopaedic Programme which rehabilitated physically challenged children through necessary surgeries and therapies is suspended since April 2020.</li><li>BalChetna Outreach programme providing daycare and rehabilitation for special needs children is also suspended since April 2020.</li></ul>(* these programmes have had several suspensions over the last 2 years, as per government guidelines on the pandemic. But the beneficiaries do come as soon as the programmes are operational.)

At any time there are about 65 children in PALNA.
